경제적으로 어려운 가정의 아동은 양육환경 역시 취약할 가능성이 높기 때문에 의정부시 드림스타트 사업은 0세 이상 만 12세 이하 취약계층 아동 및 가족에게 공평한 양육환경과 출발 기회를 보장할 수 있도록 2012년부터 현재까지 저소득층 아동을 위해 맞춤형 통합서비스를 지원하고 있다고 했다.

 

주요 사업은 취약계층 아동과 가족을 대상으로 건강, 영양, 교육, 문화, 복지 등의 맞춤형 통합서비스를 제공과 서비스 대상 아동의 건강한 성장을 위해 전담 공무원과 전문 아동통합사례관리사 6명을 배치해 기본서비스, 필수서비스, 맞춤서비스를 통한 세부적인 지원을 하고 있다고 했다.

 

기본서비스는 드림스타트 사업의 고유기능인 아동통합사례관리의 기초로 모든 드림스타트 사례관리 대상에게 직접 제공되는 서비스로, 드림스타트 아동으로 선정되면 종결되기 전까지 사례관리가 이루어지며, 드림스타트의 사례관리는 0세 이상 만 12세 이하의 아동과 그 가족에 초점을 둔 아동통합사례관리를 말한다고 전했다.

 

필수서비스는 아동의 전인적 발달을 지원하기 위한 필수적 핵심 프로그램으로, 사례관리 대상에게 제공 주기에 따라 필수서비스를 각 1회 이상 제공하고 있으며, 제공 주기는 매년 1회 이상과 발달단계별 1회 이상 두 가지로 구분된다고 했다.

 

맞춤서비스는 대상자별로 지원하는 맞춤형 서비스로 기본서비스 및 필수서비스 외에 제공되는 서비스이며, 지역자원 및 대상 아동의 문제와 욕구를 고려하여 지원되고, 각 영역별로 이루어지고 있는 프로그램을 간략하게 소개하면 다음과 같다고 했다.

아동의 건강한 신체 발달 증진을 위해 안경 지원 서비스, 동병하치, 아토피예방관리사업, 건강드림상자 및 방역꾸러미 지원 등을 맞춤형서비스로 진행하고 있다고 전했다.

 

특히 코로나19 장기화로 가정 내에서 감염병 예방에 필요한 방역 꾸러미를 제공함으로써 경제적 부담을 줄이고 개인의 생활 속 방역수칙을 지키기 위한 환경을 제공하고자 추진한 방역꾸러미 지원 사업은 대상 가정의 많은 관심을 받았다고 했다.

 

아동의 기초학습 능력 및 인지력 향상을 위해 똑똑 방문과외, 탄탄대로, 무엇이든 될 수 있어요! 놀이키트 지원 사업, 과학일까? 마술일까?, 나도 웹툰작가! 등을 맞춤형 서비스로 진행하고 있다고 했다.

추억! 담다 프로그램은 초등학교를 졸업하는 드림스타트 대상 아동 26명에게 가족들과 사진을 촬영하는 과정을 통해 가족의 소중함과 친밀감을 증진시키며, 가족이 함께하는 공간에 가족사진을 비치함으로써 아동의 정서적 안정 및 가족의 화목을 도모하여 건전한 가정 만들기 기회를 제공했다고 했다.
