[김일웅 기자 = 경기북부/강원] 5월 1일, 김상회 수원시장 예비후보가 수원 화성행궁광장에서 자전거 타기 좋은 도시인 수원특례시 위상에 맞는 자전거안전교육장의 필요성을 강조했다고 전했다.

김상회 수원시장 예비후보는 “화성행궁광장에서 자전거안전교육을 하는 수원시자전거연맹 이승섭 이사를 우연히 만나 수원에 자전거안전교육장이 없다는 사실을 알고 깜짝 놀랐다”며 “친환경 이동수단이자 건강까지 챙길 수 있는 자전거를 이용하는 인구는 갈수록 늘어나는데 안전교육장 하나 없다는 것은 이해할 수 없다”고 전했다.   

이어 김상회 예비후보는 “안양과 안산, 의왕 등 인근 도시에는 자전거안전교육장이 있는데 프로스포츠 4대 종목 연고지로 스포츠 메카인 수원특례시에 모든 시민들이 즐기는 자전거 안전교육장이 없다는 것이 의외다”라며 자전거안전교육장을 시급히 설치해야 한다고 주장했고, 특히 “초중고 203개 학교 중 수원시자전거연맹에 대부분 안전교육을 신청하는데 올해는 예산이 턱없이 부족해 신청학교 중 50여개 학교를 제외해야 했다는 얘기를 듣고 수원 체육의 자부심을 느끼는 한 사람으로써 안타깝다”고 말했다. 

수원시자전거연맹 관계자는 “자전거 안전교육 예산이 3년 전 1억 2천에서 올해는 4천 800만원으로 급격히 감소된 데다 올해부터는 안전교육을 조달청 입찰로 공모하기 때문에 수원에 연고가 없거나 민간업체가 받을 경우 안전교육의 질도 낮아질 수 있다”는 우려를 표하며 수원시가 적극 나서서 이러한 맹점들을 보완해야 한다고 제안했다.   

김상회 예비후보는 이에 “자전거 인구가 많으면 그만큼 사고율도 증가할 수밖에 없는데 이를 예방하기 위한 자전거 안전교육장 설치와 함께 자라나는 청소년 자전거 안전교육을 필수적으로 시행해야 한다”고 다시 한번 강조했다.   

김상회 예비후보는 문재인정부 청와대 행정관을 역임했으며 현재 더불어민주당 수원시장 후보로 경선을 치르고 있다고 했다.

안룡초등학교, 수원중학교, 수원공업고등학교 건축과, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했다고 전했다.

한국민예총 수원지부장, 원천천물사랑시민모임 대표, 경기국제인형극제 집행위원장·총감독, 녹색자치경기연대 상임대표 등 거쳐 2010년 경기도의회 의원, 더불어민주당 경기도당 정책실장, 제19대 대선 경기도국민주권선대위 전략기획실장, 제20대 대선 더불어민주당 경기도당 선대위 선거대책본부 공동부본부장 등을 역임했다고 밝혔다.
