[남상훈 기자 = 포천] 3일 백영현 포천시장은 기자회견을 열고 경기도 추진 대책과 별개로 난방비 급등과 동절기 한파로 생활고를 겪고 있는 저소득 취약계층 및 아동·노인 복지시설에 난방비를 긴급 지원한다고 밝혔다.

시청 브리핑룸에서 진행된 기자회견에는 서과석 포천시의회의장을 비롯한 포천시의원 전원과 포천시청 관계자가 참석했다.

포천시는 경기도에서 추진하고 있는 난방 취약계층 긴급 지원대책과는 별도로 난방 사각지대에 놓인 취약계층 및 복지시설을 대상으로 한다. 예산은 전액 포천시 예비비로 총 18억원을 편성해 긴급 지원한다.

취약계층은 기초생활수급자 6,342가구, 차상위 계층 1,925가구, 저소득 한부모 가족 642가구 등 총 8,909 가구에 난방비 20만원을 지원한다. 아동·노인복지시설은 한파쉼터 미지정 경로당 105개소, 다함께 돌봄센터 등 아동복지시설 6개소 등 총 111개소에 40만원을 지원한다.

시는 시의회와의 협의를 통해 이번 제169회 임시회에서 ‘포천시 저소득주민 생활안정 지원 조례’를 제정해 난방비 지원의 법적 근거를 마련한다. 긴급 지원금은 조례 공포 후 2월 중 대상가구 및 대상시설에 현금으로 지급되며, 담당부서(복지정책과·여성가족과·노인장애인과)에서 별도 안내할 예정이다.  

한편, 어린이집 등 운영비를 지원받고 있는 사회복지시설은 운영비에서 난방비를 우선 활용하도록 안내하고, 추가 운영비는 2023년 제1회 추경예산에 편성할 계획이다.

서과석 포천시의회의장은 “경기침체와 난방비 급등으로 난방 취약계층 긴급지원계획을 추진하게 됐다.”며, “포천시의회는 포천시와 긴밀한 협조를 통해 ‘포천시 저소득주민 생활안전지원 조례’를 제정하고, ‘2023년 제1회 추경 난방비 지원예산’을 편성하여 어려움에 처해있는 많은 시민들이 혜택을 받을 수 있도록 하겠다.”고 밝혔다.
