양기관은 이번 협약을 통해 아동·청소년기에 겪을 수 있는 정신건강문제(학교폭력, 우울, 자살 등)를 예방하고 조기 발견함으로써 건강한 사회구성원으로 성장할 수 있도록 아동·청소년들의 정신건강증진 및 발달지원이라는 공동의 목표를 위해 진행되었다.

강원도영월의료원 김성우 원장은 “영월권 아동·청소년들이 정신건강 문제 발견 시 조기 치료 개입과 치료유지를 위한 상담과 전문적인 치료를 통해 건강한 사회구성원으로 성장할 수 있도록, 다양한 프로그램을 제공할 수 있을 것”이라고 말했다.
