시는 교통약자의 이동권 보장을 위해 지난 2020년부터 장애인행복콜 운행지역을 수도권 전 지역으로 확대했다. 이에 따라 지난해 관외 운행이 1만7천여 건에 달하는 등 관외 운행 수요가 매년 증가하고 있다. 특히, 소득이 적고 몸이 불편해 장애인행복콜을 이용할 수밖에 없는 장애인들이 차량 이용요금 외 추가로 부담하는 유료도로 통행료는 경제적으로 많은 어려움을 주고 있다. 이에 시는 조례개정 등 법적근거를 마련해 이번 통행료 지원을 시행했다.

한편, 시는 교통약자를 위해 지난 4월부터 임차택시 12대를 도입하고 6월부터 장애인행복콜 차량 3대를 증차해 총 45대를 운영하는 등 교통약자의 이동권 보장을 위해 계속 노력하고 있다.
