[김현우 기자 = 경기북부/강원] 46억 들어간 청소년 문화의집이 준공 이후 10년 동안 3차례 보수공사를 통해 약 10억원 군비를 집행한 것으로 드러나 논란이 되고 있다. 혈세를 낭비하고 있는 것 아니냐는 지적이 일고 있는 것. 

 

가평군은 지난 2012년 청소년 문화의집 건축을 위해 약 46억원을 투자했다. 시공은 화성시에 있는 토수종합건설(주)이 맡았고, 안양에 있는 두리 건축사무소가 설계용역을 담당했다. 

 

하지만 청소년 문화의집은 준공한 지 채 10년도 되지 않아 벌써 3번째 보수 및 리모델링 공사를 하고 있다. 가평군은 2020년 6월 개정된 ‘건축물 관리법’을 이유로 국토교통부로부터 화재안전성능보강 대상 건축물로 통보 받아를 진행하고 있다.

 

해당 공사는 약 4억 8천만원의 예산이 투입되고, 시공은 빛탑건설이 맡았으며, 2022년 6월부터 공사가 진행했다. 이번 공사는 적법하게 진행된 것으로 보이지만 문제는 과거에 실시했던 보수 및 시설 개선 공사다. 

 

준공된 지 약 2년 밖에 안 된 2014년 8월, 비오는 날 옥상에 누수 문제가 생겨 같은해 9월 부분 방수공사를 진행했고, 이후 2015년 2월에 다시 누수 문제가 재발생해 전면 방수공사를 진행했다.

 

이후에도 누수 문제가 끊이질 않았다. 결국 2018년 7월 지붕 공사 설계용역에 착수해 2019년 3월 지붕을 설치하며 누수 부분을 해결했다. 당시 지붕 공사를 위해서는 약 1억원의 예산이 투입됐다.

 

또, 같은 해 7월 누수 피해 벽체와 천장 보수를 위해서도 약 1천 4백만원의 예산이 투입됐다.

 

이처럼 건물이 처음부터 잘못 지어진 탓에 약 1억 1천만원의 예산이 쓸데없이 추가로 투입되게 된 것이다.

 

이에 대해 가평군 관계자는 “지어진 지 2년밖에 안 됐는데 누수가 있었던 건 문제가 맞다. 그래서 당시 시공사에 보수 요청을 했다. 하지만 이후에도 누수가 발생 돼 다시 보수 요청을 하려 했으나 15년 5월부로 하자보수 기간이 끝나 지붕을 새로 설치하는 방안으로 정했다.”라고 말했다.

 

2020년 11월에는 약 3억 9천만원의 예산이 리모델링 공사가 진행됐다. 가평군에 따르면 리모델링 이유로 “불필요한 공간을 없애고 공간 활용도를 높이며, 당시 프로그램에 대한 제약이 있어 청소년들에게 더 많은 혜택을 제공하기 위해서”라고 했다.

 

청소년들에게 많은 프로그램을 제공하는 것은 좋으나 청소년 문화의집이 애로사항이 겪거나 시대에 맞춰 불필요한 공간이 나온다는 이유로 자주 리모델링 건설이 된다면, 가평 주민들은 불만이 나올 수밖에 없는 부분이다.

 

이처럼 가평 청소년 문화의집은 준공된 지 10년도 채 안되서 약 9억 8천만원의 예산을 보수 및 시설 개선 공사 비용으로 지출했다.
