[남상훈 기자 = 경기북부/강원] 양양군이 주민이 직접 제안하고 참여하는 예산운영을 위해 주민참여 제안사업 공모를 실시한다고 밝혔다.

주민참여 제안사업은 예산편성 과정에 주민의 참여를 법적‧제도적으로 보장함으로써 예산의 투명성과 민주성을 확보하고, 재정민주주의를 실현하는 것을 목표로 군민이 직접 예산편성 과정에 참여해 생활 속에서 필요한 사업과 참신한 아이디어를 제시하고, 이를 내년도 예산안에 반영하는 제도이며 접수기간은 오는 9월 16일까지로 양양군민이면 누구나 참여 가능하고 공모에 참여를 희망하는 군민은 군청 홈페이지 또는 읍‧면사무소에 비치된 제안서를 작성해 군청 기획감사실 또는 읍면사무소로 제출하면 된다. 

사업규모는 모두 7억 원으로 사업비 5천만 원 범위 내에서 추진 가능한 단년도 사업을 대상으로 공모를 실시하며, 다수 주민에게 직접 혜택이 돌아가는 사업을 우선해 선정한다는 계획이고 지방자치법과 지방재정법, 그 밖의 예산편성에 관하여 규정된 사항을 위반하는 사업, 행사‧축제‧소모성 사업, 시설운영비, 보조금 성격의 사업, 특정단체의 이익을 위한 사업이나 프로그램 지원 사업 등은 제외하며 군은 접수된 제안사업에 대해 적법성, 중복투자 여부, 시행가능성 등을 사업부서에 의뢰해 사전검토한 후, 주민참여예산위원회 심의를 통해 최종 선정된 사업을 2023년도 당초 예산안에 반영하여 오는 11월 군 의회에 제출할 계획이다.

탁동수 기획감사실장은 “주민참여 예산제는 우리 지역에 필요한 사업에 대해 군민들이 직접 참여해 예산을 결정할 수 있는 좋은 기회이다”며 “군민들의 의견이 2023년도 예산에 반영될 수 있도록 많은 관심과 참여를 부탁드린다”고 말했다.
