[남상훈 기자 = 횡성군] 횡성군이 지방재정을 보다 투명하고 효율적으로 운영하기 위한 제도인 계약심사 제도를 운영해 지난해 약 11억원의 예산을 절감했다고 밝혔다.

계약심사 제도는 지방자치단체가 발주하는 공사, 용역, 물품 구매 사업의 입찰 또는 계약 전, 발주부서에서 제시한 원가 산정의 적정성을 검토해 예산 낭비요인을 사전에 차단하여 지방재정을 보다 투명하고 효율적으로 운영하기 위한 제도이다.

횡성군의 원가심사 기준금액은 공사 2억원 이상, 용역 7천만원 이상, 물품 구매 2천만원 이상으로, 지난 한 해 공사 65건, 용역 45건, 물품 44건 등 총 154건, 약 744억 6천만원에 대한 심사를 진행해 합계 약 11억 4천만원의 예산을 절감하는 성과를 거뒀다.

절감된 예산은 군정 주요 사업에 재투자하여 합리적이고 유연한 재정 운용을 도모하고, 결과적으로 군민 편익 증진과 지역경제 활성화에 기여 하는 선순환 효과를 이끌어냈다.

이달환 기획감사실장은 “올해도 꼼꼼하고 빈틈없는 계약심사를 통해 예산이 과도하게 책정되거나 집행되지 않도록 살펴 재정 건전성 확립에 앞장설 것이며, 감액 위주의 심사보다는 공정하고 합리적인 원가분석을 통해 군민이 신뢰할 수 있는 예산 집행이 이루어지도록 최선을 다하겠다.”고 말했다.
