[남상훈 기자 = 가평] 가평군이 2023년을 맞이해 다양한 문화예술사업을 진행하고 있다. 지난달에는 가평 SATURDAY 라이브(이하 G-SL)와 유휴공간 문화재생사업(이하 유휴공간사업) 등을 수행하는 용역업체 선정이 진행됐다. 

 

하지만 이들 사업자 선정에 대한 공정성 논란이 제기되고 있다. 가평군은 업체선정에 문제가 없다고 주장하고 있으나, 혈세 3억원이 들어가는 ‘G-SL’ 같은 경우 2023년 1월 신설된 자본금 500만원 법인이 대행사로 선정되는 등 문제가 있는 것 아니냐는 의혹이 나오고 있다. 

 

자본금 500만원 신생 업체가 3억원 용역계약

 

지난 3월 30일 가평군이 G-SL 공연 대행 용역업체 평가위원회의 평가 결과를 발표했다. 

 

G-SL 공연은 군민들에게 다양한 장르의 문화예술공연을 제공하는 등 가평군이 수준 높은 공연콘텐츠를 통해 음악 도시의 이미지 제고를 위한 사업이다. 

 

총 사업비 3억원이 투입되며 올해 3월부터 6월까지 음악역 1939 공연장에서 실내 3회, 실외 3회 총 6회의 공연을 진행한다.

 

가평군은 이를 위해 지난달 6일 나라장터에 입찰공고를 게시했고 6곳의 업체가 참여했다. 평가 절차를 거쳐 23일 B 업체가 운영 대행 용역업체로 선정됐다. 그러나 B 업체는 올해 1월 12일 설립된 업력 3개월 차 자본금 500만원의 소규모 신생 업체다. 

 

이 업체는 지난 2월 유휴공간사업 입찰에도 참여했으나 협상부적격자로 분류되어 순위에도 들지 못했다. 하지만 G-SL 기술평가 점수에서는 최고점을 받았다. 반면에 입찰가격 점수는 최저점이다.

 

일각에서는 이 같은 선정 결과에 대해 의혹의 눈길로 바라보고 있다. 자본금 500만원 업체가 어떻게 설립 3개월 만에 3억원의 용역계약을 체결할 수 있냐는 것이다. 

 

가평군 관계자는 B 업체의 선정 배경에 대해 “정성평가에서 평가위원들에게 높은 점수를 받았기 때문”이라고 말했다. 정성평가는 업체의 계획을 문서로 제출한 이후 평가위원들로부터 배점을 받는 형식이다. 전체점수의 70%의 높은 비중을 차지한다.

 

또한 정량평가는 발주처인 가평군이 업체의 신용도 및 사업 수행실적 등을 평가한다. 

 

그러나 가평군 관계자의 말처럼 공개입찰 방식을 적용했을 경우라도 문제는 발생한다. 용역을 수행할 수 있는 능력 검증 시스템이 제안서 평가에 치우쳐 있기 때문이다. 

 

더구나 가평군이 정량평가 결과를 공개하지 않는 부분도 문제다. 군 관계자는 사업체 정보가 포함되어있다는 이유로 공개할 수 없다며 정보공개법 9조 1항 7호 의거해 비공개 처리했다고 주장한다. 

 

그렇지만 군민의 혈세가 3억원이나 투입되는 사업의 공정성 논란이 제기되고 있는 상황에서 평가 결과를 밝히지 않는 것은 또 다른 의혹의 대상이 될 수 있다.

가평 문화예술 사업에 관내 업체 패싱 논란

 

G-SL에 앞서 지난 3월 14일 나라장터에 4월부터 시행되는 유휴공간사업 대행사가 공개됐다. 이번 대행 용역을 수행하는 사업자로 서울시에 위치한 A 업체가 결정된 것이다. 지난해 포천시에 위치한 사회적협동조합에 이어 2년 연속으로 타 지역의 업체가 사업을 진행하게 됐다.

유휴공간 문화재생사업은 군민들의 문화예술 역량 강화를 위한 참여형 프로그램으로 총 사업비 1억원이 투입되며 가평 유휴공간인 얼쑤공장에서 4월부터 9월까지 운영된다.

 

가평군 관계자는 관내 기업과 용역계약을 체결하는 것이 쉽지 않다고 말하고 있다. 관련 법령에 따라 공개입찰을 해야하며 자체적으로 수의계약을 체결할 수 없기 때문이라는 것이다.
