[장선희 기자 = 경기북부/강원] 양주시가 농림축산식품부 소관 위탁 국유재산의 체계적인 관리를 위해 전국 최초로 전산 데이터베이스를 구축 중인 실태조사 용역이 순조롭게 진행되고 있다고 밝혔다.

시는 총 2억 7천만원을 투입하는 이번 실태조사 용역사업을 통해 농축식품부 소관 위탁 국유재산의 유휴·미활용 여부 등의 현황을 파악해 무단으로 점유·사용하는 행위를 근절하고 실효성 있는 재산 활용방안을 마련하겠다는 청사진을 그리고 있다.

국유재산의 필지별 현장조사를 토대로 현재 사용되고 있는 기초자료 수집 및 분석의 실제현황 자료, 리스트 분석, 연속지적도, 정사영상 비교분석의 현장실태 조사 자료 등을 통해 전국 최초로 필지별 전산 데이터베이스를 구축하는 실태조사 용역사업은 8월 현재 공정률이 50%로 오는 11월 준공을 목표로 속도를 내고 있다. 

현행화 조사 대상은 농림축산식품부 소관 국유재산 중 위탁받아 관리 중인 행정재산 3,756필지 301만3,509㎡이다.

이번 국유재산 전산 데이터베이스 구축이 완료되면 ‘농림축산식품부 소관 국유재산 관리 규정’에 따라 매년 국유재산 정기 실태조사의 적정성과 효율성을 높이는 동시에 국유재산 사용에 대한 이해충돌, 무단점·사용 등에 따른 민원 등이 효과적으로 해소될 것으로 예상된다.

또한 실태조사를 통해 확인된 무단점유자에 대한 변상금 부과와 농업생산기반시설의 목적 외 사용승인 증가 등으로 세외수입 증대 효과를 거두는 한편, 농업생산기반시설의 공공목적으로 활용계획이 없는 국유재산(농축식품부)의 용도폐지, 무상귀속 필지 관리 등 각종 개발사업에 적합한 국유재산 행정관리가 이뤄질 것으로 내다보고 있다.

시 관계자는 “농축식품부 소관 위탁 국유재산 실태조사 용역의 성공적인 완료를 통해 재산 관리의 과학화·전산화 기반을 마련하고 국유재산의 활용가치를 높일 것”이라며 “4차 산업혁명 시대에서 쌀과 같은 데이터 활용을 극대화해 지능형 농업생산기반 시스템을 형성하는데 최선의 노력을 다하겠다”고 말했다.
