기자: 최근 수상레저 불법 인허가 문제로 검찰로부터 압수수색을 받는 등 몸살을 앓았던 가평군에 하도급 관련 유착 의혹이 제기돼 논란이 되고 있습니다. 지난 4년 동안 가평군이 발주한 관급공사의 관내 하도급 계약이 특정 업체에 쏠리고 있다는 주장입니다. 

 

이와 같은 논란에 기업들간 계약이기 때문에 계약 절차 검토 이외에 지자체의 역할은 없다는 것이 가평군의 입장입니다. 

 

그러나 해당 건설사는 최근 4년 동안 총 22회에 걸쳐 약 82억원 규모의 하도급 공사를 수주했습니다. 현재는 철근콘크리트와 토공사를 전문으로 하는 Y사를 비롯해 총 7개 회사를 통해 토목공사는 물론 건축공사와 조경공사 등 거의 모든 공정에서 하도급 공사를 수주받고 있습니다. 

 

가평군 내 일각에서는 “Y사가 이처럼 하도급 공사를 수주할 수 있었던 배경에는 숨은 조력자가 있다.”라는 의혹도 제기되고 있습니다. 

 

본지는 해당 의혹에 대한 실체를 파악하고자 공사 수주 업체들에 연락을 취했습니다. 확인 결과 Y 사에 대한 의혹은 사실일 가능성이 높아졌습니다. 본지와 연락을 취한 한 건설사에서 가평군 공무원의 요청이 있었다는 답변이 나왔기 때문입니다. 

 

가평군으로부터 지난해 건설공사를 수주한 A사 관계자가 가평군 공무원으로부터 “Y사에게 하도급 공사를 주면 안되겠냐”라는 요청을 받았다고 주장했습니다.
