‘1500억 투자유치’ 언론 마케팅

 

지난 10일 가평군은 3개의 관내 역(가평역, 상천역, 청평역) 중심으로 침체되어 있는 지역경제 발전을 위해 올리브트리와 1500억원 규모의 국내외 자본을 투자유치 하기 위해 업무협약을 체결했다.

협약서에는 “가평군이 보유하고 있는 자연과 문화 콘텐츠 및 관련 인프라와 올리브트리의 지역 개발을 위한 경험과 자본 및 개발 노하우를 활용해 청평역, 상천역, 가평역을 거점으로 3개 권역별/단계별 개발계획 수립 및 적극적 추진을 통해 자연관광, 문화관광, 체육관광의 활성화를 도모한다. 이를 위해 올리브트리는 약 1500억원 규모의 자본을 국내외에서 유치하여 가평군의 인프라 개발을 위해 투자한다“라고 명시되어 있다.

 

가평군은 언론 홍보를 통해 올리브트리 대표의 투자유치 경력을 내세웠다. 가평군에 따르면 올리브트리 S 대표는 ‘인도네시아 자카르타 경전철 개발 프로젝트’, ’거제·제주 리조트 개발 유치‘, ’인천 영종도복합 카지노 리조트 개발 프로젝트’ 등의 사업을 진행하고 있다.

 

하지만 본지가 파악한 바로는 올리브트리와 S 대표가 내세운 경력에 문제가 있는 것으로 확인됐다. 일부 사업은 진행되지 않았으며, 현재 추진 중이라는 사업들도 확인이 되지 않았다.

 

올리브트리 대표는 투자전문가?

 

올리브트리코퍼레이션(주)의 대표는 S 씨로 국제변호사 출신으로 알려져 있다. 회사 자본금은 1000만원에 불과하다.

본지는 1000만원 법인이 어떻게 하면 1500억원 규모의 국내외 자본을 투자유치 할 수 있는지, 경력으로 내세운 대규모 사업 투자의 사실유무를 확인하기 위해 각 기관에 문의했다.

 

먼저, S 대표는 지난 2016년 8월 경상북도 영주시에서 외국인 투자 유치와 관련된 각종 전문분야에 대한 자문과 외국인 투자유치 홍보활동 등을 위해 ‘외자유치 자문관’으로 위촉되어 활동한 바 있다. 

 

당시, 자문관으로 위촉되어 어떠한 활동을 했는지 확인하기 위해 영주시에 문의한 결과, ”해외에서 온 공문에 대해서는 자문을 해줬으나, 2년 동안 자문관으로 활동하면서 해외 자금이나 외국기업이 유치되거나 그런 실질적인 실적은 없다.“라고 말했다.

 

이에 대해 S 대표는 ”영주시에 있을 때는 직접 투자 유치한 것은 아니고 거기서 하는 여러가지 투자 프로젝트를 당시, 시장님과 시청 직원과 함께 검토를 했다.“라고 일부 사실임을 인정했다.

 

본지는 S 대표가 내세운 또 다른 경력에 대해서도 확인해본 결과 일부 사실이 아님을 확인했다. 

 

인도네시아 자카르타 경전철 개발 프로젝트에 대해서는 ”해당 내용 관련하여 확인해본바, 시행계약 체결 사실에 대해 확인되는 내용이 없다.“라는 인도네시아 대사관의 답변을 받았다.

이에 대해 S 대표는 ”인도네시아 자카르타 경전철 사업이 진행되고 있는 건 사실이다. 하지만, 업무협약을 맺은 현지 상장사가 인도네시아 정부에 인허가를 아직 못 받아 보류된 상태다. 인허가는 본인 담당이 아니라 어쩔 수 없는 상태다.“라고 해명했다.

 

리조트·카지노 투자유치 ‘확인 불가’

 

가평군은 S 대표가 영종도 복합카지노 리조트 개발 프로젝트를 진행하고 있다고 발표했다. S 대표도 인스파이어 카지노 복합리조트에 1조 8천억원 투자유치를 성공했고, 이는 본인이 직접 계획했다고 주장했다. 그러나 주장을 뒷받침할 확실한 근거는 내놓지 못했다.

1500억 투자유치 협약의 주무 부서는 가평군 기획감사담당관실이며, 기획팀이 사업을 주도했다. 하지만 본지가 취재한 결과 기획팀의 역할은 한정적이었던 것으로 파악됐다. 

 

처음 1500억 투자협약 제안서가 접수된 것은 1월 3일이다. 기획팀은 서태원 군수 정책 자문위원으로 있는 이 모씨가 제안서를 제출했다고 했다. 이후 이 모씨는 서 군수 친구인 박창식 소통정책관에게 신청 사실을 말했고, 이후 해당 접수 사실은 서 군수에게 전달됐다.

 

이후 가평군은 투자유치 협약 주관부서로 기획감사담당관실을 선정, 추후 과정을 진행했다. 하지만 해당 부서는 투자 제안 파트너에 대한 검증 절차는 소홀했다.  

 

사업을 주도한 기획팀 관계자는 ”1500억 투자 파트너인 올리브트리의 자본금이 1천만원 사실은 몰랐다“라고 말했다. 또한, 올리브트리의 투자유치 경력 확인은 ”네이버 등 포털사이트를 통해 확인했다.“라고 밝혔다.
