기자: 가평군이 개인의 이익을 위해 가평군 재산을 제공했다는 의혹이 제기됐습니다. 길이 없는 땅에 진입도로를 만들어주고 비용 1천만원도 가평군이 부담했다는 것입니다. 

 

그들은 가평군 조력으로 개발을 통해 약 십억원대 이상 이익을 챙긴 것으로 파악됩니다. 

 

이처럼 맹지가 대지로 둔갑 가능했던 것은 지난 2016년 읍내리 공동묘지 조성 과정에서 군 소유 토지를 도로로 사용하도록 가평군이 허가해 줬기 때문입니다. 

 

가평군 재산을 누가 사용하게 해 주었을까요? 저희 브레이크뉴스는 맹지를 대지로 변경해 준 ‘가평군 공모자들’의 이야기를 시작하고자 합니다. 

 

작업의 정석, 3억여원 투자 24억 5천에 매각

 

지난 2016년 12월 가평군 북면에 살고 있던 최 씨는 지인과 함께 읍내리 산128번지 임야를 약 3억원대에 경매로 구입합니다. 

 

이듬해인 2017년 7월 최 씨의 매형인 김 씨는 토지지분 40%(최 씨 지인 보유)를 1억 5천만원에 매입합니다. 

 

이들 김 씨와 최 씨가 읍내리 산128번지를 매입하는데 들어간 비용을 정확하게 파악할 수는 없으나, 2016년 10월 한 인터넷 사이트에 올라온 경매 공고 최저매각가격이 3억 2천만원대였던 것과 김 씨가 지분 40%를 매입한 금액을 감안해보면 전체 토지 매입 비용은 약 3억원대 초반이었을 것으로 판단됩니다.

일반인이 토지개발을 통해 이익을 얻는 것은 가평군 내에서는 흔히 발생하는 일이나 김 씨와 최 씨가 개발한 읍내리 토지는 구입 당시 맹지 상태로 일상적인 개발이 아니었습니다. 

 

이들 두 사람은 맹지를 구입해 개발을 통해 십억원대 이상 차익을 챙긴 것입니다. 어떻게 이같은 일들이 가능했을까요? 

 

맹지에 건축 허가...누가 길뚫어 줬나?

 

최 씨와 김 씨가 구입한 임야는 길이 없고 쓸모가 없는 땅이었으나 진입로가 만들어진 뒤 일부는 주택 건설이 가능한 대지로 일부는 야영장으로 전환됐습니다. 

 

그들은 먼저 2017년 12월 읍내리 산 128번지를 4필지로 분할합니다. 이후 2018년 3월 산지전용허가를 받아 2,823평은 단독주택 및 제2종근린생활시설로, 1,141평은 야영장으로 변경합니다. 

 

맹지였던 임야가 약 4년여 개발과정을 거쳐 대지와 도로 등으로 필지가 분할되고 이후 2022년 24억 5천만원에 매각이 이뤄집니다. 

 

본지는 이를 수상히 여긴 주민의 제보로 취재에 나섰고, 개발과정에서 가평군 조력자들의 흔적을 파악할 수 있었습니다. 

 

지난 2022년 12월, 토지 소유주였던 김 씨를 만나 가평군 공무원 출신 측량업체 대표 A 씨가 허가를 내 준 사실을 확인했습니다.

 

김 씨에 따르면 A 씨는 전직 가평군 공무원 출신으로 측량업체를 운영하고 있으며, 2017년 개발비용으로 평당 1만원 씩 총 7천만원을 지급받고 산지전용 및 건축허가를 받는 일을 해주었습니다. 

 

그들은 건축허가를 받기 위해 가평군이 지난 2014년 공공용지로 취득한 토지(읍내리 860번지) 일부를 도로로 만드는 일을 시작합니다.

 

꼼꼼한 일처리 행정의 달인

 

허가를 주도한 A 씨는 “도로 개설이 추모공원 조성 당시 군계획심의가 열렸고, 이 과정에서 농경지 진입로 확보를 위해 가평군이 도로를 개설해 주었다.”라고 이야기합니다.

공동묘지 사업을 주도한 곳은 2016년 가평군 희망복지실로 당시 실장은 윤 모씨였습니다. 윤 전 실장과 김 씨는 지난해 서태원 군수 인수위에서 함께 활동했습니다.
