'희망 찾는 우체통'은 어려움을 겪고 있는 본인이나 관심이 필요한 어려운 이웃의 정보와 내용을 적어 넣으면 소흘읍 찾아가는보건복지팀과 명예사회복지공무원이 주 1회 수거해 접수된 가구에 대한 공적급여, 민간자원 연계 등 복지서비스 지원 및 주기적인 모니터링을 통해 도움을 주는 방식으로 운영하고 있다고 했다.

2021년부터 소흘읍은 희망찾는 우체통을 운영해 빈곤위기가구, 돌봄위기가구, 코로나19 위기 가구 등 주민들이 복지사각지대 대상자를 제보할 수 있도록 하여 지역사회 보호체계를 구축하고 있다고 전했다.
