[남상훈 기자 = 원주] 오는 7월 3일부터 원주지방환경청이 기후변화에 대한 수재해 등 신속한 대응역량 강화를 위해 추진중 ‘국가하천 실시간 모니터링체계 구축사업’의 시범운영을 시작한다고 밝혔다.

‘국가하천 실시간 모니터링체계 구축사업’은 국가하천 894㎞(9개 하천: 한강, 북한강, 섬강, 평창강, 소양강, 홍천강, 원주천, 달천, 양구서천)에 약 210억 원을 투입해 감시용 카메라 669개와 모니터링 상황실을 설치하는 사업이다. 기후변화로 인한 수재해 위험으로부터 선제적으로 대응하고, 국가하천 관리 사각지대 해소 등 관리능력 강화를 위해 추진 중인 사업으로 시범운영을 거쳐 2023년 7월말 준공 예정이다.

시범운영은 국가하천 주요지점에 설치된 감시용 카메라(CCTV)의 영상정보를 원주지방환경청 내 설치된 홍수대책상황실에서 지점별 실시간 모니터링 가능 여부 및 표출영상에 대한 오작동 여부 등 집중 점검을 통해 효율성과 정확성을 높여 금년 홍수기부터 활용하게 된다. 아울러, 9월말 한강홍수통제소에 설치되는 통합시스템과 연계하고, 장기적으로 지자체에서 운영 중인 ‘스마트 홍수관리시스템(배수문 원격제어 및 영상정보 제공)’과 연계하여 모니터링체계를 고도화할 계획이다.

김정환 원주지방환경청장은 “본 사업이 완료되면, 여름철 태풍 및 집중호우 시에도 홍수취약지구 등에 대한 실시간 확인이 가능해져 대규모 홍수피해를 사전에 방지하고 최소화할 수 있으며, 평상시에도 하천의 불법 이·점용과 쓰레기(폐기물) 무단 투기 단속 등 국가하천 관리역량이 크게 강화될 것으로 기대한다”고 말했다.
