[김일중 기자 = 경기북부/강원] 동두천시가 2022년도 예산안으로 올해보다 11.3% 늘어난 총 5,489억원을 편성해 동두천시의회에 제출했다고 밝혔다.

 

이는 올해 4,932억원보다 557억원이 증가한 것으로 일반회계는 15.62%(647억원)가 증가한 4,789억원, 특별회계는 11.37%(90억원)가 감소한 700억원이라고 했다.

 

최용덕 동두천시장은 지난 1일 동두천시의회 제308회 제2차 정례회의 시정연설에서 “올해 추경을 감안하여 확장적 기조를 유지하였다. 코로나 위기 국면에서 확장재정은 지역경제를 회복하는 효과를 보여줄 것이며, 시정 주요시책과 시행되고 있는 사업들을 마무리하는데 역점을 두겠다”고 밝혔다.

 

세입 주요내용으로 일반회계는 올해 대비 지방세 26억원, 세외수입 5억원, 지방교부세 127억원, 조정교부금 237억원, 국·도비보조금 252억원이 증가했고, 특별회계는 세외수입 24억원, 통합재정안정화기금 예탁금 229억원이 증가한 반면, 순세계잉여금 337억원이 감소했다고 전했다.

둘째는 어르신 및 취약계층의 기본생활을 보장하는 복지를 실현하기 위하여 기초연금 538억원, 생계급여 175억원, 영유아보육료 및 양육비 지원 164억원, 노인장기요양 시설급여 91억원을 편성했으며, 내년 12월 준공을 목표로 공사 중인 장애인 스포츠재활센터 조성에 65억원을 반영했고, 학대피해아동쉼터를 광암동에 설치하여 학대 피해아동 발생 시 응급조치는 물론, 심리치료와 상담을 병행하여 심신회복과 가정 복귀를 지원할 계획이라고 했다.

 

셋째는 교육 기반을 더욱 튼튼히 다지기 위하여 혁신교육지구 13개 사업에 19억원, 학교 교육환경 개선 12개 사업에 11억원, 찾아가는 진로진학 컨설팅 등 8개 사업에 4억원, 교육청대응투자 6개 사업에 4억원, 학교 무상급식 지원에 21억원을 편성했고, 정보화기자재 협력사업을 통해 온라인 활용 교육기반을 구축하여 학생 중심의 학습플랫폼을 운영할 수 있도록 적극 지원할 계획이며, 내년 2월에 착공하는 복합문화커뮤니티센터 건립에 46억원을 편성하여 인근 학생들의 학습공간 부족 문제를 해결하고, 시민들의 문화여가 공간을 만들 계획이라고 전했다.

동두천시 주요 관광명소인 소요산 개발을 위하여 관광특구 내 토지를 27억원에 매입할 계획이며, 기존시설과 연계한 체류관광단지가 될 수 있도록 주차장 및 도로 확장, 공원 편의시설 등 소요산 관광지 확대개발을 추진할 예정이라고 전했다.
