[기고 = 엄영식 시인/영어칼럼니스트] 인생의 석양 무렵 어느 가을 양주 중앙공원의 아침 안개에 반해 퇴직 후 서울살이를 접고 옥정호수도서관이 가까운 옥정신도시에 자리잡고 1년여 남짓 생활을 해오고 있다. 양주는 번잡스럽지도 않지만 도시의 격도 잘 갖춰져있고 다양한 역사적 유적의 보존 또한 훌륭해 외국서 온 손님도 이곳을 필수 코스로 들르게 한다.
공원이며 교통 인프라도 잘 갖춰줘 있어서 별 불편함없이 즐기며 여유를 가지고 생활을 하던 중 양주시의 빙상경기장 유치 기원 배너를 보았다.
양주는 땅이 넓으니 유휴 토지가 많아 가능하겠다라는 생각을 하면서 어디에 건립되는지 알아보니 나리공원이란다.
충격 중의 충격이다. 시쳇말로 '이런 바보같은 발상은 뭐지?'라는 생각이 멈추질 않는다.
넓게 펼쳐진 꽃밭과 필드골프장 등으로 어루어져 탁 틔인 개방감에 하루에도 두세차례 들러 즐기는 그 평화로운 곳에 빙상경기장 같은 콘크리트 건물로 범벅을 만든다면 나는 양주에 머무를 이유 하나를 잃어버린 것이 된다.
양주를 사랑하고 나리공원의 평화를 즐기는 나는, 지금이라도 빙상경기장을 포기하거나 다른 장소를 알아봐야 한다는 주장을 해본다.
경제적인 관점에서만의 유치 전략이라면 먼, 아니 가까운 미래도 보지 못하는 우를 범했다는 것을 알아차리는데 걸리는 시간이 그리 길지 않으리라.
그렇다하더라도 이제껏 유치에 들인 공이 아깝다면 이웃 사촌에게 통큰 양보를 하면 어떨까 감히 생각해 본다.
안보 도시라는 이유로 상대적으로 개발에 소외되고 인구 수에서도 적은 이웃 동두천에 통큰 양보를 함으로써 국가 지역 균형 발전을 도모하는데 일조를 한다는 명분도 더할 수 있겠다.
이미 빙상인을 많이 배출하여 빙상도시로 돋움하는 동두천을 지지한다면 유치 이상의 부수적 효과 또한 상당하리라 본다.
때마침 동두천엔 지금 반환 받은 미군 공여지가 준비되어져 있다하니 이곳에 국가 체육시설이 들어선다면 좀 시들해진 안보도시로의 문화 제고에도 한몫 크게 하리라 본다.
동두천이 발전하고 활성화 된다면 양주는 길목으로의 낙수효과 또한 만만치 않다고 생각된다. 현명한 양주시민이라면 동두천에 빙상경기장 양보 및 지지선언을 통하여 유치에 상당한 힘을 실어줄 수 있으리라 믿는다.
필자는 훗날 동두천 빙상경기 관람 후 동두천의 맛집 평남면옥 육수 한사발 마시고 양주 회암사지터를 거쳐 나리공원 꽃밭을 거니는 기분좋은 상상을 해본다.

If the peaceful place where I visit two or three times a day to enjoy the wide openness of flower fields and a field golf course becomes overrun with concrete buildings like an ice rink, I would lose one reason to stay in Yangju.
As someone who loves Yangju and enjoys the peace of Nari Park, I argue that we should give up the ice skating rink or look for another place even now.
If the attraction strategy is only from an economic perspective, it will not take long to realize that you have made a mistake by not looking into the distant or near future.
Even so, if the effort you have put into attracting your child is not worth it, I dare to think about making a big concession to your cousin.
It can also be added that it contributes to promoting balanced national and regional development by making major concessions to neighboring Dongducheon, which is relatively neglected from development and has a small population due to being a security city.
If we support Dongducheon, which has already produced many ice skaters and is growing into an ice skating city, I think the side effects beyond attracting the city will be significant.
Coincidentally, Dongducheon is preparing for land donated by the US military that has now been returned, so if a national sports facility is built here, I think it will play a big part in improving the culture of the city, which has become a bit tired.
If Dongducheon is developed and revitalized, I think the trickle-down effect on the streets of Yangju will be significant. I believe that wise Yangju citizens will be able to give a significant boost to Dongducheon's bid to host the ice skating stadium through concessions and declarations of support.
In the future, after watching the Dongducheon ice skating competition, I have a pleasant imagination of drinking a bowl of Pyeongnam Myeonok broth from a famous restaurant in Dongducheon, passing the Hoeam Temple site in Yangju, and taking a walk through the flower fields of Nari Park.
