[김현우 기자 = 경기북부/강원] 지난 9월 27일 MBC 보도에 따르면, 민선 8기 지자체장들이 취임 후 집무실을 새 단장하기 위해 국민들의 세금을 낭비한다고 지적했다. 이 중 가평군도 포함되어 있다.

 

가평군은 민선 8기 리모델링 공사에 약 3천 1백 7십만 원, 집기물품 구매 약 1천 4백 7십만 원 총 4천 6백만원의 예산이 투입했다.

리모델링 공사 비용 내역을 확인해보면, 바닥 및 벽면 보수공사에 약 1천 5백만 원, 샤워실 설치 및 확장을 위한 화장실 공사 약 1천 6백만 원이 사용됐다.

 

앞서, 지난 2018년 8월 김성기 군수는 약 2천만 원의 예산을 들여 집무실 리모델링 공사를 했었다. 그러나 가평군은 서태원 군수 취임 후 이보다 더 많은 예산을 지출했다.

 

이 같은 보도가 나가자 가평군 주민 일각에서는 집기물품 구매를 위해 혈세 낭비하고 있다는 지적이 나오고 있다. 가평군이 새롭게 군수가 취임할 경우 연례행사처럼 집기부터 바꾸는 것은 예산 낭비라는 주장이다.

실제 본지와 통화한 가평군민 A 씨는 “군민들은 다들 어렵게 살고 있는데 가평군이 군수실 리모델링으로 돈을 펑펑 쓰는 것은 군민을 안중에 두지 않는 처사다”라며 분통을 터트렸다. 

 

가평군은 이번 군수실 리모델링 공사를 하며, 전임 군수가 사용하던 집기들은 모두 지하창고로 옮겨 보관하고 있다. 물론, 이들 물품들은 재사용한다는 방침을 세웠다고 밝히고 있다.

행안부지침, 물품 사용 연수는 9년

 

행정안전부는 각 지자체는 조달청의 내용연수에 따르도록 고시하며, 책상과 의자는 최소 9년을 사용하게 되어있다.

 

행정안전부 관계자도 가평군의 일부 잘못된 부분이 있다고 말했다. 본지와 통화한 관계자는 “내용연수에 따르면 만약 물품이 내용연수 기간을 못 채우고 고장 날 경우 수리하거나 새로 구매했을 때의 가격을 따져 비용이 적게 드는 것을 선택하도록 한다. 관례의 이유로 구매하거나, 제대로 사용할 수 있는 물품인데도 창고에 보관한다는 것은 조달청의 내용연수 고시에 맞지 않다”라고 답했다.

 

추가로 “그러나 조달청의 내용연수는 지자체가 따르도록 만든 행정규칙이고, 또, 지자체의 조례 혹은 예산 관리에 있어 각각 다르게 관리하기에 고시를 어겼다고 법적으로 처벌은 할 수가 없다.”고 덧붙였다.

일반 공무원은 20년 책상, 군수는 신상?

 

이번 군수실 리모델링 공사를 두고 일선부서에서도 불만의 목소리가 나온다. 일반 직원들은 20년도 더 지난 물품들은 사용하고 있는 반면 군수실은 2,3년에 한번씩 바꾸는 것을 직급에 따른 차별이 심하다는 것이다.

 

MBC 보도가 나간 이후 가평군 관계자들은 좌불안석이다. 특히 사업을 주도한 회계부서는 “현재 군수님이 현장 방문 같은 일정들을 소화하면 땀을 많이 흘리시기에 더 많은 일정을 소화하기 위해 샤워실이 필요한 것으로 판단했다. 다른 지자체장 집무실을 보면 샤워실이 있는 곳도 있다. 내부 공사는 최대한 세금을 절약하기 위해 부분 보수만 진행했다.”며 리모델링 공사비지출이 불가피 했음을 이야기 했다.

20년 이상 노후된 책상을 사용하고 있는 직원들에 대해서는 “현재 각 관리부서나 6개 읍·면 행정장들에게 직원들의 물품이 노후되거나 파손이 되면 보고 받아 물품 교체를 진행했다. 이러한 부분도 참고하여 근무하기 좋은 환경을 만들기 위해 직원들의 노후된 물품이나 파손된 물품들을 확인하고 교체할 수 있도록 조치를 취하겠다.”고 조속한 시일 안에 조치를 취할 뜻을 밝혔다.

 

타 시·군과 너무나 다른 가평군

 

한편, 가평군과 다르게 민선 8기 지자체장 중 상당수는 집무실이 크게 손상되지 않으면 리모델링을 하지 않거나 집기물품을 따로 구매하지 않는것으로 알려진다.

 

전 시장이나 군수가 사용했던 물품을 그대로 사용해 국민들의 세금이 헛되게 쓰이지 않고 최대한 줄이겠다는 뜻을 밝힌 것이다.

 

이에 대해 가평 주민 B씨는 “지자체장의 물품은 하나하나 관리를 잘하면서, 직원들이 사용하는 물품은 관리를 안 하는 건 잘못된 거 같다. 국민들의 세금을 쓰더라도 직원들도 챙기는 행정을 했으면 좋겠다. 또, 세금을 아끼려고 하는 다른 지자체를 본 받아 세금이 쓸데없이 낭비가 되지 않으면 한다.”라며 혈세를 허투루 쓰지 않는 가평군이 되기를 바란다는 희망을 전했다.
