[김현우 기자 = 가평] 지난 13일 가평 상판리 거접사격장 민·관·군 상생협의회는 상생협력방안을 도출하기 위해 ‘거접훈련장 갈등영향분석을 위한 합의각서’를 체결했다. 

이날 합의는 거접훈련장 인근 주민과 가평군, 7군단의 직·간접 이해관계자 간의 갈등 및 쟁점을 분석을 위한 목적으로 엄기용 상판리 거접사격장 대책위원장과, 서태원 가평군수, 고현석 제7기동군단장, 허훈 상생협력 조정위원장이 참석해 서명했다. 

합의각서 내용은 갈등영향분석 간 사격 소음측정을 1회 시행해 소음측정 결과를 갈등영향분석을 통한 종합적인 갈등 해소 방안도출 및 민·관·군 상생협력방안 마련에 사용한다는 것이다.

단, 이번 결과로 사격훈련을 위한 부대 자체 기준으로 설정하거나, 갈등영향분석 외 다른 용도로 사용하지 않는 것으로 합의했다.

이 소식을 들은 주민 A씨는 “이번 합의가 올해 처음으로 민·관·군이 상생방안을 찾기 위해 한 발짝 나아간 것으로 보여진다. 오랫동안 지속되어 왔던 갈등이 이른 시일 내에 상생방안을 찾아 해결되면 좋겠다”라고 말했다.

한편, 지난해 12월 13일 제2차 민·관·군 상생협의회에서 상판리 거접사격장 상생방안을 빠르게 도출하기 위해 실무협의회를 구성했다.

실무협의회가 구성되고 약 3개월 뒤에 합의 소식이 전해지면서 마을 주민들은 2019년부터 지금까지 약 4년간 지속되어 왔던 갈등이 해결되기를 소망하고 있다.
