홍천군은 무궁화수목원이 홍천군 대표 관광지로 발돋움하고 있는 즈음에 수목원 주변 활성화를 위해 벽화그리기 사업을 추진해, 수목원을 홍보하고 사계절 무궁화를 관람할 수 있는 여건을 조성해 무궁화중심도시의 위상을 견고히 하고자 계획했으며, 벽화사업은 북방면 온천 교차로에서 수목원 입구 1.9㎞ 구간 중 수목원 주변 국도 5호선 주변에서 잘 보이는 담장, 벽, 창고, 화장실 등 벽화작업을 동의를 한 장소 8곳을 대상으로 추진했다고 전했다.
