[장선희 기자 = 경기북부/강원] 양주시가 지난 18일, 실수요자 중심의 농지거래가 정착되기 위해 농지위원회 위촉식을 열고 본격적인 위원회 운영에 돌입했다고 밝혔다.

농지위원회는 지난해 8월 농지취득자격 심사 체계화와 사후관리 강화를 주요 골자로 ‘농지법’이 개정됨에 따라 농지투기를 근절하고 실경작 중심의 농지거래를 유도하기 위한 목적으로 마련됐다.

시는 각 읍면동에서 농지위원자격을 갖춘 지역 농업인, 농업 관련 단체 추천인, 비영리민간단체 추천인, 농지정책 전문가 등을 추천받아 총 68명의 위원을 구성했다.

이에 시는 읍·면 지역에 5개소, 동 지역은 1개소로 통합 설치해 총 6개의 농지위원회를 구성했다.

농지위원회는 농지취득자격증명에 관한 심사와 농지전용허가를 받은 농지의 목적사업 추진상황에 관한 확인 등을 수행한다.

주요 심사대상은 ▶농지소재 지자체 또는 연접지자체에 거주하지 않으면서 관내 농지를 처음 취득하려는 자 ▶1필지 농지를 3인 이상 공유취득 하려는 자 ▶농업법인, 토지거래허가구역의 농지를 취득하려는 자 ▶외국인 및 외국국적동포 등이다.

심의 대상이 되는 농지의 취득은 반드시 농지심의위원회의 심의를 거쳐야 하며 농지위원회는 14일 이내로 취득자의 영농여건 의지, 소유농지의 이용 실태, 취득대상 농지의 상태 등을 종합적으로 검토해 농지취득자격증명서의 발급여부를 결정한다.

강수현 시장은 “개정법령에 따라 출범한 농지위원회를 통해 농지 취득자격을 면밀히 심사하고 실수요자 중심의 농지거래가 정착될 수 있도록 노력하겠다”고 말했다.
