[남상훈 기자 = 경기북부/강원] 가평군 태봉리 121번지 폐기물 소각재 분류장(이하 폐기물 사업장)에 대한 군 계획심의가 6일 오전 열린다. 이날 심의 결과에 따라 태봉리 주민들의 희비도 엇갈릴 전망이다. 그동안 폐기물 사업장 설치를 반대했던 주민들은 심의 위원들이 자신들의 손을 들어 주기를 바라고 있다. 특히, 가평군 주무 부서가 반대 주민들의 민원에 긍정적인 시그널을 보이지 않는 상황에서 심의 위원들이 자신들의 주장을 받아들여 불허 결정을 내려주길 기대하고 있다.

가평군 도시과에 따르면 이번 심의의 정식 명칭은 ‘2022년 제20회 가평군 군 계획 분과위원회’다. 6일 상정된 안건은 총 9건이며 이중 현장 방문이 2건이다. 현장 방문을 마친 후 같은 날 오후 2시 군청 소회의실에서 심의가 진행된다.

본지 취재 결과 A 씨는 지난 4일 진입도로 관련 민원을 한 차례 더 신청했다. 첨부 자료로 국토교통부 도시계획위원회 심의 가이드라인과 지방도시계획위원회 운영 가이드라인 두 가지를 제출했다.

 

국토부는 지난 2014년 지방도시계획위원회 운영 가이드라인을 개정해 배포했다. 가이드라인에 따르면 우선 국토부 심의 기준 및 방법을 적용한다. 근거 법령은 시행령 제114조 제1호부터 제7호까지이다.

심의 결과 따라 민심 이반 가능

 

현재 폐기물 사업장 설치를 반대하는 마을 주민들은 가평군이 허가를 해줄 경우, 법적 투쟁에 나서겠다고 주장을 하고 있다. 폐기물 사업장 허가와 관련된 인사들에 대한 법적 책임도 묻겠다고 말한다. 

 

현재 태봉리는 폐기물 사업장 허가를 두고 주민들이 찬반 두 패로 갈리어 소소한 갈등이 이어지고 있다.
