[김일중 기자 = 경기북부/강원] 작년 9월 1일 의정부시 송산2동은 주민이 주도하는 실질적인 주민자치를 위한 ‘제1기 송산2동 주민자치회‘를 구성 및 출범했다고 밝혔다.

 

주민자치회로 전환됨에 따라 기존의 주민자치위원회는 자동 해산되었으며, 앞으로는 주민자치회가 주민의 대표기구로서 주민들과 소통하여 마을에 필요한 사업을 계획하고 실행해 나갈 예정이라고 했다.

 

송산2동은 주민이 주인이 되는 제1기 송산2동 주민자치회를 다음과 같이 구성했다고 전했다.

 

작년 7월 19일부터 8월 1일까지 2주간 만 18세 이상 송산2동 거주자 및 사업종사자 등을 대상으로 동 주민센터 방문 및 이메일 접수를 통한 공개모집하고 주민자치회의 의미, 위원의 역할, 우수사례 등 6시간 주민자치학교 온라인 사전교육 및 이수, 7월 22일부터 7월 27일까지 공정한 면접을 위한 ‘송산권역 주민자치회 위원 선정위원회’ 구성했다고 했다.

 

작년 8월 13일 주민자치회 역할 숙지여부, 참여목적 및 활동의지, 지역문제 관심도 등을 중점으로 한 면접심사 결과 기존 주민자치위원회 위원 17명과 서류 및 면접심사를 통과한 신규 위원 15명 등 32명의 주민자치회 위원을 선발해 위촉했다고 했다.

이처럼 주민자치회는 주민자치센터 프로그램 운영 등 단순 역할을 수행하던 기존 주민자치위원회보다 권한과 책임이 강화된 조직으로 보다 많은 주민들의 참여를 통한 대표성을 확보하여 지역공동체 형성 및 풀뿌리 민주주의 실현에 구심적 역할을 할 것으로 기대된다고 했다.

 

현재까지 주민자치회 위원들은 주민자치회 위원이 되기 위해 수강했던 사전 기본 교육 외에 온라인 주민자치 기본교육, 오프라인 자치분권 시민역량강화 교육을 모두 마쳤으며, 작년 11월에는 민·관 교육의 일환으로 전국 주민자치회 회장 및 주민자치 담당 공무원 교육을 영상으로 실시했다고 전했다.

 

향후 행정안전부 및 경기도에서 주관하는 공공기관 교육 및 민간단체 주관 교육, 시·동 주관의 워크숍, 역량강화 교육, 사업컨설팅 등에 적극 참여하여 주민자치회 위원으로서의 활동역량 강화에 더욱 힘쓸 예정이라고 했다.

 

현재 송산2동 주민자치회 분과위원회는 총 4개 분과로 기획·총무분과위원회, 문화·예술분과위원회, 마을교육분과위원회, 마을발전·환경분과위원회로 구성되어 있다고 전했다.

 

먼저 기획·총무분과위원회는 주민자치회 및 분과운영을 총괄하며, 기획·총무업무, 마을계획, 주민총회, 도농교류, 마을소식지, 홍보활동 등을 내용으로 하고, 문화·예술분과위원회는 주민들의 문화체험욕구 실현 및 접근성 향상을 위해 다양한 문화행사, 공연, 마을축제 등을 실시할 예정이라고 했다.

 

마을교육분과위원회는 지역의 다양성·특수성이 인정되는 지역중심교육, 마을·학교·지역사회가 연대하는 마을교육공동체 조성, 학교가  많은 송산2동만의 특수성을 기반으로 학교와 평생학습원이 연계하는 맞춤형 프로그램 운영지원, 지역과 학교 간 협력체계 마련 등에 관한 사업을 추진할 것이고, 마지막으로 마을발전·환경분과위원회는 지역상권 활성화, 환경 및 도시재생, 환경개선, 주민안전 등을 위한 일자리 창출 사업, 사회적 기업 연계사업, 환경정비 등 주민생활민원과 밀접한 사업을 주민의 의견을 수렴하여 추진할 예정이라고 했다. 

 

새롭게 구성된 4개의 각 분과위원회는 자원조사를 실시해 지역주민의 의견이 수렴된 분과별 마을 의제를 발굴하고 마을의 문제점을 해결할 수 있도록 구체적인 실행계획을 수립하게 된다고 전했다.

 

주민자치회 운영세칙에는 5가지 회의를 규정하고 있는데, 매월 1회 둘째주 수요일에 개최하는 정기회의, 임시회의, 임원회의, 분과회의, 민·관 정례회의를 통해 다양한 마을 사업들을 발굴하여 주민총회로 이어질 수 있도록 소통창구의 기능을 지속적으로 수행할 예정이라고 했다.
