이번 평가는 중앙·지방·교육 행정기관, 공직유관단체, 국공립대학·공공의료기관 등 총 573개 공공기관 대상이며, 이해관계자 설문조사, 기관별 반부패 개선 노력, 객관적 부패사건 발생현황을 모두 반영해 평가 됐다.

평가 대상기관은 중앙행정기관, 지방자치단체, 시·도 교육청, 공직유관단체, 국공립대학, 공공의료기관 등 총 573개 공공기관으로 지난해 청렴도 측정과 부패방지 시책평가를 모두 받았던 기관이 273개인 것에 비해 올해 평가대상 기관은 두 배 이상 증가했다.
