[김현우 기자 = 속초] 15일 속초시와 속초보광병원은 ‘설악권 정신건강증진 및 정신질환 의료 인프라 구축을 위한 업무 협약식’을 진행했다고 밝혔다.

설악권(속초·고성·양양·인제)내 정신질환 1년 유병률은 8.5%로, 국민건강보험공단의 통계에 따르면 정신진료를 받은 실인원은 2019년 12,879명, 2020년 13,401명으로 매년 500명 이상 증가하는 양상을 보이고 있다. 

반면, 설악권은 정신과 진료를 받을 수 있는 의료 인프라가 부족하여 외래 진료 시 초진은 보통 3~6개월 대기해야 하고, 입원치료가 필요한 조현증, 알콜중독 등은 입원병동이 없어 방치되거나 타 지역시설을 이용해야 하는 실정이다. 특히 응급 및 행정입원이 필요한 정신질환은 가정 및 사회문제로도 대두되고 있다.

이러한 필수 공공의료의 취약점을 해결하고자, 속초시와 보광병원이 정신질환 의료 인프라를 구축하기로 협약을 맺고, 속초보광병원은 오는 4월 1일을 기점으로 정신건강의학과 외래 개설 및 99병상 규모의 입원병동을 준비하고 있다. 보광병원 박경찬 이사장은 정신과 전문의도 2명 ~ 3명을 순차적으로 채용 예정이라고 밝혔다.

이병선 속초시장은 “이번 업무 협약을 시작으로 속초시 정신질환 의료 인프라 구축이 완료되면, 설악권 내에서 정신과 외래진료 장기대기,  방치, 원정입원 등의 문제점이 해결되는 계기가 될 것이다”며, “어려운 결단을 해준 박경찬 이사장님께 진심으로 감사드리며 시에서도 설악권 주민 정신건강 증진을 위해 최선을 다해 지원하겠다.”라고 말했다.
