[남상훈 기자 = 경기북부/강원]  행정안전부(이하 행안부) 주최 2022년도 재난관리평가 결과가 발표됐다. 본지 취재 결과 가평군의 등급은 ‘미흡’이며, 지난 평가보다 등급이 하락했다. 계곡 살인 등 일련의 사건들로 곤욕을 치렀던 가평군으로서는 재난관리가 평균 이하로 밝혀지며 다시 한번 관광도시 체면이 구겨졌다.

지난 6일 발표된 재난관리평가는 행정안전부 장관이 재난관리 부분을 단계별로 진단하는 종합 평가로 2005년부터 실시해왔다. 중앙부처를 포함한 335개 기관을 대상으로 한 해 동안 추진한 재난관리 업무실적에 대해서 항목별 점수를 더해 발표한다. 

평가는 공통·예방‧대비‧대응‧복구를 포함해 총 6개 항목 37개 세부 지표로 나뉘어있다. 가평군은 지난 20년 평가에서 ‘보통’ 등급을 받았으나 이번 평가에선 ‘미흡’ 등급으로 하락했다.

행안부에 따르면 이번 ‘미흡’ 등급은 전체적으로 재난 안전 분야에 대한 행정·재정적 지원이 부족하고 예방 및 대비 분야에서 추진 실적이 저조한 기관들이 받는 등급이다. 통상적으로 미흡을 받은 기관에 대해서 개선계획을 수립·이행하도록 지시한다. 

가평군도 개선계획 등을 제출해야 하며, 오는 20일까지 개선책 등을 명시해 제출할 예정이다. 

가평군은 한 해 동안 평균 200만 명 이상 관광객이 방문한다. 특히 물놀이장 등 안전이 요구되는 계곡과 수상레저 스포츠가 주를 이루고 있다. 그런 이유로 타 지역보다 안전에 대해 더욱 세심한 노력을 기울여야 한다. 

그런데 행안부 조사 결과 경기도 지자체 중 안전 문제에 있어 끝에서 세 번째 자리에 위치하고 있다. 

가평군은 지난 7월 1일 새롭게 서태원 호가 출범했다. 서태원 군수는 지난 6.1지방선거 당시 천만 관광객 유치를 공약으로 내세웠다. 관광 인프라가 많은 가평군으로서는 관광객 유치를 위한 준비가 필수다.
