존경하는 군민 여러분!

 

2023년도 계묘년 희망찬 새해가 밝았습니다.   

 

새해에는 군민 한분 한분 모두의 가정에 건강과 행복이 가득하시고 홍천군이 새롭게 변화하고 한 단계 더 도약하는 의미있는 한 해가 되기를 기원합니다. 

 

그리고 타지에서 가족과 고향을 그리워하는 출향군민과 군장병, 경찰관, 소방관 여러분께도 존경과 감사의 인사를 드립니다. 

 

지난해 우리군은 도시재생사업 추진 유공 기관표창, 노인일자리사업 우수 지자체 선정, 자율적 내부통제분야 최우수 기관표창, 자살예방 우수 지자체 선정, 의료취약지 의료지원 최우수 기관, 농기계임대사업 5년 연속 우수 등 다양한 행정분야에서 정부 수상의 영예를 안았으며,

 

면역항체 치료소재 개발지원센터 구축, 항체산업 비즈니스센터 건립, 지방소멸대응기금, 홍천군 공설묘원조성, 상오안농공단지 복합문화센터 건립, 풍암정수장 노후시설 정비 및 시설확장 사업 등의 정부예산 확보에 알찬 결실을 맺어 1조 16억원의 최종예산을 확정하며 예산 1조원 시대를 열었습니다.

 

어려운 환경속에서 홍천발전의 토대를 마련하기 위해 일심동체되어 노력해 주신 군민여러분 모두의 열정과 노고가 있었기에 얻은 결과라 생각하며 이 자리를 빌려 감사의 말씀을 드립니다.

'힘차게 도약하는 경제 으뜸도시 홍천' 이라는 비전으로 출범한 민선8기의 실질적 원년인 올해는 경제활력, 복지증진, 농촌활력, 인재육성, 문화․관광 진흥, 정주여건 확충 등을 큰 틀에 두고 주요시책을 꼼꼼하게 준비하여 군정을 펼쳐 나가겠습니다. 

 

아울러 기존 2국 체제에서 벗어나 3국 체제로 행정조직이 개편되면서 6 +1의 군정목표 사업도 속도감 있게 실행하겠습니다.

 

고령화 비율이 28%에 육박하고 있는 만큼 어르신에 대한 처우개선 및 예우를 확대해 감동복지를 실현하고 활기찬 노년과 건강을 위한 지속적인 지원정책을 추진하여 어르신이 존중받는 홍천군을 만들겠습니다. 

 

국가유공자 및 유족, 장애인 등에 대한 처우개선과 저출산 문제 해결을 위한 공공산후조리원 신축, 돌봄교육제도 마련, 임신․출산․육아 수당을 통해 안심하고 육아할 수 있는 환경을 조성하고 아동, 여성, 다문화가족이 배려받는 사업을 전개하겠습니다. 

 

미래 성장동력의 핵심산업인 홍천국가항체클러스터 육성사업을 차질없이 진행하고 전문기업을 유치하는데 중점을 두어 스케일 업 되는 첨단산업의 핵심기지 기반을 조성하고 또한, 기업유치에 매진하여 양질의 일자리를 창출하고 지역경기 활성화를 위한 시책을 펼쳐 인구유입에도 앞장서겠습니다. 

 

인력부족을 겪고 있는 농촌에 외국인 계절근로자를 안정적으로 공급할 수 있는 협력관계를 공고히 하고 농자재 구입비용 50% 확대지원으로 생산에 투입되는 비용을 절감시키고 농산물 유통활성화에 집중하여 농업경쟁력 강화에 힘쓰겠습니다. 

 

우리군 면적의 85%가 산림인 만큼 산림자원의 소득화 및 특화산업화를 위하여 청정임산물의 육성과 홍보를 확대하고 산림의 6차 산업화 모델 개발과 미이용 산림자원화센터 조성사업을 추진하여 한국 임산업 클러스터 조성의 기틀을 마련하도록 하겠습니다. 

 

현안사업인 홍천중학교, 석화초등학교 이전은 면밀한 추진전략수립과 관계기관 그리고 군민과의 긴밀한 협력을 통해 진행하고, 고등학교 졸업생 대학입학금 전액지원, 방과후 돌봄교실 확대 지원, 외국어 공공교육을 강화해 학업에 열중할 수 있는 교육도시 홍천을 만들도록 하겠습니다. 

 

대표축제인 맥주 ․ 꽁꽁축제를 업그레이드 하고 포스트코로나 시대를 대비한 새로운 패러다임의 맞춤형 관광마케팅을 시행하고 스마트관광도시 조성을 통한 관광산업 모델전환으로 어디서나 즐기며 찾아오는 문화․관광의 진흥을 이루어 내겠습니다.
