2023년 계묘년(癸卯年) 희망찬 새해가 밝았습니다. 풍요와 번영을 상징하는 토끼의 해를 맞아 22만 시민 모두의 가정에 건강과 행복이 가득하시기를 진심으로 기원합니다.

 

시민 여러분께서 보내주신 따뜻한 성원과 격려, 헌신, 성숙한 시민의식은 코로나 뿐만 아니라 산불과 집중호우 등 어떤 위기도 극복할 수 있는 용기와 도전의 원천이 되었습니다.

 

현장에서 묵묵히 늘 함께 해 주시는 자원봉사자, 시민단체, 의료진을 비롯한 모든 시민 여러분께 깊은 존경과 감사의 말씀을 드립니다.

 

특히, 어려울 때마다 항상 힘이 되어주시고, 강릉의 이름을 자랑스럽게 해주시는 30만 출향시민 여러분께도 새해인사를 올립니다.

2023년은 민선8기가 본격적으로 출범하는 해입니다.새해를 맞이하여, 저는'시작도, 방향도, 목표도, 오직 시민입니다'라는 시민 여러분과의 소중한 약속을 다시 한번 가슴에 새깁니다. 잘 아시는 바와 같이 새해, 우리를 둘러싼 여건은 어렵기만 합니다. 

 

고물가·고금리·고환율의 경제위기와 우크라이나 사태, 인구감소세로 인한 지역소멸 경고등까지 어느 것 하나 녹록한 것이 없습니다.

 

수도권과의 낮은 접근성, 규제로 묶인 관광도시의 한계, 자영업(서비스업) 비중 80%라는 기형적인 산업구조 등 모든 것이 어렵고 힘들기만 한 상황입니다.

 

그런 의미에서 민선8기 출범 이래 지난 6개월은 시민들의 창의적인 아이디어를 수렴하고, 기업들이 혁신역량을 마음껏 발휘할 토양을 만드는 시간이었습니다.

 

시민을 위하는 마음으로(위민), 시민의 뜻을 헤아려(경청), 늘 새로운 생각으로(창의), 시민과 함께(동행) 현장에서 답을 찾고, 고민했습니다. 

 

'시민중심 적극행정 강원제일 행복강릉'이라는 비전을 약속했습니다. 

 

'해양실크로드 경제도시', '4계절 스마트 관광도시', '창의적 문화·예술·교육도시', '활력 넘치는 농·어업 생산도시', '함께 누리는 복지도시' 건설을 위한 강릉발전 종합계획도 마련했습니다.

 

'인구증가세 전환', '일자리 1만개 창출', '예산 2조원 달성', '세계 100대 관광도시 진입', '20분대 생활권 형성' 등 5대 달성지표도 확정했습니다. 

 

지난 ′95년 민선자치 출범 이후 처음으로 읍면동별 종합운영계획을 함께 준비하고 이를 실천하기 위한 체계적인 실행방안도 마련했습니다.

 

무엇보다도 빠르고 정확한 인·허가, 민간투자 촉진, 건설경기 부양 등 지역경제 활성화를 위한 규제 완화에 보다 많은 관심과 열정을 쏟아 왔습니다. 

 

골목상권을 지키는 소상공인에서 기업인, 근로자, 농·어업인 등 각계각층의 모든 시민들을 시간과 장소를 떠나 격의 없이 만나 진솔하게 대화를 나누었습니다.

 

산이 높으면 돌아가고, 물이 깊으면 다리를 놓는 심정으로 시민 여러분과 함께 막힌 것은 뚫고 없는 것은 함께 만들면서 쉴 새 없이 전진하였습니다. 

 

이제 조금씩 우리 강릉의 역동성, 잠재력에 시민 여러분이 주목하기 시작했습니다. 대한민국이 주목하기 시작했습니다. 세계가 주목하기 시작했습니다. '2026 ITS 총회', '한국-대만 관광교류회의' 등 국제행사를 유치했습니다.

 

미국 PDI디자인그룹과 데이터센터 건립을 위한 상생협약도 체결했습니다. 데이터센터는 인공지능, 메타버스 등 디지털 경제의 핵심 인프라로 손꼽힙니다. 

 

'국립국악원 강원분원' 건립을 가시화했습니다. '안목 자연재해 위험개선지구 정비', '강남동 도시재생' 등 주요 정부공모사업에도 선정됐습니다.

 

새해 강릉시정은 이러한 성과를 기반으로 '경제'와 '관광' 두 개의 축을 세우고 '문화'와 '복지'로 확실하게 뒷받침하는 구조로 성장해 나갈 것을 약속드립니다.

 

우선, 지역경제 회복에 역량을 집중하겠습니다.

 

기업하기 좋고, 사업하기 좋은 투자환경을 조성하겠습니다. 옥계항만을 본격 가동시켜 환동해권 물류의 혈맥을 뚫고 해양 실크로드를 확실하게 개척하겠습니다. 

 

수도권, 부산, 호남을 거쳐 강릉에서 제진으로 이어지는 철길은 물론 양양국제공항을 통한 하늘길을 편리하게 연결하겠습니다.
