2023년 계묘년(癸卯年) 새 아침이 밝았습니다.

새해의 출발선에서 굳건한 희망으로 새해를 맞습니다.

 

어둑새벽을 뚫고 솟는 새해 태양의 찬란한 빛처럼 군민 여러분의 가슴에 깃든 커다란 꿈과 희망이 모두 이루어지는 한 해가 되시기를 기원합니다.

 

새해는 검은 토끼의 해입니다.

 

토끼는 예로부터 영민함을 상징하였으며, 검은색 역시 인간의 지혜를 관장합니다. 올 한 해 토끼와 같은 지혜로 군정을 이끌어 더 높이, 더 멀리, 그리고 더 빠르게 도약하고 성장하는 한 해로 만들어 갈 것을 다짐합니다.

 

지난해는 민원 7기의 마무리와 새로운 민선 8기의 시작이 교차하는 상황을 맞으며, 그 어느 때보다 다사다난(多事多難) 했던 한 해였습니다.

 

어려움 속에서도 한 해 동안 보여주신 군민 여러분의 저력과 뜨거운 성원에 진심 어린 존경과 감사를 표합니다.

 

해가 바뀐 올해도 우리의 앞길에는 순풍만이 있지는 않을 것입니다.

폭풍우도 만나고 거센 바람도 몰아칠 것입니다.

 

바람이 거세고 빠를수록 연을 더 높이 띄우는 ‘풍신연등(風迅鳶騰)’의 자세로 민선 8기의 양양시대를 완성해 나가겠습니다.

공자는 시경(詩經)에서

‘행백리자 반어구십(行百里者 半於九十)'이라고 했습니다. 

백리를 가는 사람은 구십리를 절반으로 생각한다는 뜻으로, 남아있는 십리가 더 어렵고 중요하다는 것을 의미합니다.

 

그동안 구십리 길을 치열하게 달려왔습니다.

나머지 절반인 십리 길도 더욱 힘찬 발걸음으로 채워나가겠습니다.

 

그 첫걸음으로,

글로벌 플랫폼 사통팔달 교통 인프라 구축에 적극 대응하겠습니다.

 

서울·양양고속도로는 수도권과의 접근성 개선은 물론, 우리 군 전체에 큰 변화를 가져왔습니다.

이를 기점으로 우리 군의 도로정비 사업도 새로운 수요를 대비하고 창출할 수 있도록 탄력적으로 추진해 나가겠습니다.

 

지난해 7월부터 운영되고 있는 종합여객터미널의 편리한 접근과 이용을 위한 종합운동장~44번 국도 도시계획도로 구간은완공되어 통행중입니다.

 

2구간인 국도44호선~국도7호선 연결도로는 올해 준공을 목표로 구축해 나가겠습니다.

 

도시와 주요 관광지를 연결하는 남대천 순환도로인 군도 4호선과 5호선 확․포장사업 또한 올해 안에 완료하고, 군도 2호선은 연차 사업으로 확대해 나가겠습니다.

 

아울러 농어촌도로에 대한 정비사업과 낙산과 하조대 등 민자개발 수요와 연관된 교통망 개선사업을 병행 추진해 나가도록 하겠습니다

   

계획적이고 체계적인 도시개발 정책을 확립하겠습니다.

 

양양 도시지역의 단계별 지중화 사업을 통해 교통안전 확보 및 도심 경관을 개선해 나가고자 합니다.

 

특히, 남대천르네상스 사업을 마무리하여 사람과 자연이 함께하는‘친환경 생태정원’으로써 휴식과 관광이 공존하도록 관리해 나가겠습니다.

 

낙산지역을 비롯한 하조대, 인구 등 해안지역의 개발수요 급증에 따른 

시급한 도시문제 해결을 위한 방안을 강화하겠습니다.

 

노후 관로 교체를 통한 지방상수도 현대화사업, 민간투자 사업을 통한 하수처리장 확충, 강현·하조대·인구 하수처리장 증설 및 확충, 양양읍 남문리, 서문리 일원에 도시가스 공급 확대로 주거환경개선을 도모하고, 생활폐기물의 위생적 처리를 위한 소각시설 및 폐기물 처리시설을 증설하고 확충해 나가겠습니다.

 

또한, 낙후된 하조대 해변의 도로 정비를 대대적으로 시행하여 개발수요에 맞는 체계적이고 선제적인 대응방안을 마련하겠습니다.

언택트 트랜드에 발맞춰 누구든지 살아 보고 싶은 농·산·어촌을 만들겠습니다.

 

농·어업은 나라의 근간인 동시에, 사람이 떠났던 곳으로 다시 돌아오는 

미래의 새로운 블루오션이 되어야 합니다.

 

우리 군은 이를 위해, 지난 2014년부터 농산어촌의 인프라 개선과 

소득 기반 구축을 위해 402억 원을 투입, 6개 읍면 농촌중심지 사업을 완료하였습니다.

 

어촌뉴딜사업(기사문, 인구, 물치)은 관광과 수산 기능을 융·복합화하는 사업으로, 올해 완료를 앞두고 있습니다.

 

농촌 신활력 플러스사업은 2024년까지 70억 원을 투입해 로컬푸드를 통한 지역 먹거리의 선순환구조를 구축하겠습니다. 

 

또한, 해양수산부에서 시범적으로 추진하는 ‘클린(CLEAN) 국가어항’사업에 남애항이 최종 선정되었습니다.

 

이에 남애항에는 올해부터 3년간 국비 150억 원을 포함, 모두 269억 원을 투입해 공공시설뿐만 아니라 어촌계 소유 시설 등 민간 시설에 대한 정비에 집중할 계획입니다.

 

외풍에도 흔들리지 않는 튼튼한 지역경제의 기반을 만들어 가겠습니다. 

 

우리 군에서는 친환경 육상연어 농공단지 조성, 양양공항 항공 물류 복합 클러스터 조성 등 핵심 전략사업들이 착실히 진행되고 있습니다. 

 

친환경 스마트 육상연어양식 농공단지 조성사업은 해안경관 및 사구 생태계에 대한 전략환경영향평가 보완을 조속히 완료하여 올해 상반기 착공을 목표로 하고 있습니다. 

 

연어자연산란장 조성도 부지매입을 마무리하고 올해 착공하는데 어긋남이 없이 순항중에 있습니다. 

 

양양 전통시장과 연계하여 먹거리와 즐길거리를 제공하고, 경기 활성화를 위한 양양 수산물 특화시장 조성사업은 국비 확보를 위한 공모사업 신청을 준비중입니다. 

 

지난해 10월에는 세계적인 럭셔리 리조트의 국내 첫 진출작인 ‘카펠라 양양’이 착공되었습니다. 2025년 완공이 되면 지역의 랜드마크로써 시너지를 만들어 낼 것으로 기대됩니다.

 

한편, 우리 군의 인구감소율은 안정화되었지만, 지방소멸지수는 여전히 위험 수준입니다. 청년들을 위한 일자리와 청년주택 건립 등 주거 여건을 만드는데 특단의 노력을 다해 나가겠습니다.

 

반드시 보장받아야 하는 소중한 가치, 재난안전망 확보에 역량을 집중하겠습니다.

 

재해·재난으로부터 군민의 안전을 지키는 일은 아무리 강조해도 지나침이 없습니다. 취약지역에 대한 감시카메라 설치를 확대해 빈틈없이 촘촘한 사회안전망을 구축하겠습니다.

 

양양경찰서가 조기 착공되도록 행정력을 지원하고 신속한 재난안전 체계를 강화하겠습니다.

 

또한, 항구적인 재난 예방을 위하여 '양양지구 풍수해 생활권 종합정비사업', 소하천정비사업, 재해위험지구 정비사업을 추진하여 재해 없는 안전한 도시를 만들겠습니다.

 

산불방지 지원센터를 활용한 사전 예방활동을 더욱 강화해 나가는 한편, 신속한 산불대응 역량을 발전시켜 나가겠습니다. 수많은 재해 분석 결과,  ‘98%는 사전에 예방이 가능’했다고 합니다. 도둑 맞고 사립문 고치는 격이 되지 않도록 발 빠른 대응을 통해 군민의 생명과 재산을 지키는데 모든 역량을 아끼지 않겠습니다.

올해 하반기에는 육아통합지원센터를 완공하여출산 및 산후조리, 육아의 불편을 완벽히 해소하겠습니다.

 

초·중·고·대학생을 위한 장학사업과 서울학사 건립 등 실질적 혜택을 줄 수 있는 방안을 마련하겠습니다.

 

또한, 군민들의 평생교육을 위한 사업들을 체계적으로 추진하겠습니다.

평생교육사 채용과 프로그램 운영을 위한 홈페이지를 구축하겠습니다.

평생학습 실행계획 수립을 통해 신규 평생학습도시 지정을 위해 최선을 다하겠습니다.

 

군민의 문화향유 기회도 확대해 나가겠습니다.

 

책 읽는 건강한 독서문화 조성을 위해 군립도서관 건립을 시작하겠습니다.

 

문화재단 기능을 다양화하여 문화로부터 소외되는 지역과 주민이 없도록 균형 잡힌 문화도시의 기틀을 만들어 가겠습니다.

 

또한, 건전한 체육문화 조성을 위해 볼링장과 다목적 체육관, 골프연습장을 건립하고, 현남과 강현에는 생활체육공원, 현북에는 축구장을 조성해 지역주민들의 건강하고 활력있는 삶을 지원하겠습니다.

 

아울러, 우리 군만의 특색과 자원을 활용한 서핑 지역특화발전 특구 지정을 추진하고, 서프센터 조성, 서핑 페스티벌, 서핑강사 육성 등 MZ세대를 통한 해변 문화가 확산되고, 지역관광과 연계되도록 관리해 나가겠습니다.

 

우리군의 최대숙원! 

오색케이블카 설치사업에 속도를 내겠습니다.

 

지난해 11월, 국민권익위원회는 현장조정회의를 열어 ‘오색케이블카 환경영향평가 재보완 요구를 취소해 달라‘는 집단민원에 합의를 이끌어냈습니다.

 

이로써 40여 년간 지속되어 온 오색케이블카 설치사업이 온탕과 냉탕을 오가는 무수한 우여곡절 끝에 드디어 비상의 날갯짓에 속도를 낼 수 있게 되었습니다.

 

현재 환경청에 환경영향평가 재보완서를 제출한 상태입니다.

환경영향평가를 마친 이후엔 지방재정투자심사, 백두대간 개발행위 사전 협의, 국유림 사용 허가 등 케이블카 착공까지 남아있는 11개 절차도 

차질 없이 빠르게 진행해 나가겠습니다. 그리하여 2024년에 착공해 오는 2026년에는 케이블카 운행이 가능하도록 혼신의 노력을 기울이겠습니다.
