[김준호 기자 = 삼척시] 지방소멸 위기와 초고령화 현상으로 지역은 점차 활력을 잃어가고 있다.

수도권 집중 현상으로 중·소 지방자치단체는 인구소멸 지역으로 내몰리고 있다. 특히 청년층의 고향이탈이 가속화되면서, 지방의 인구감소 추세는 심화되는 가운데 지방정부의 고민은 깊어 질 수 밖에 없다.

삼척시가 2월 13일~26일까지 시민들의 의견을 수렴하여 인구감소 대응 기본계획 수립에 반영하고자 설문조사를 실시한다고 밝혔다. 

시는 인구감소지역 지원 특별법에 따라 지역의 여건 분석과 수요를 반영한 실효성 있는 맞춤형 인구정책을 추진하여 인구감소에 선제적으로 대응하고자 지난 1월부터 인구감소 대응 기본계획 수립을 추진하고 있다.

설문조사는 삼척시민이면 누구나 참여가 가능하며, 설문조사 인터넷 링크에 접속하여 참여하면 된다.

또한, 설문 문항은 삼척 거주사유, 타지역 전출의향, 삼척시 생활환경 만족도, 분야별 인구감소 대응 사업 등 총 28문항이다

한편, 시는 5월까지 인구감소 대응 기본계획을 수립 후, 연구용역 결과를 바탕으로 단기⸱중장기 관점에서의 추진목표 및 연차별 목표를 설정하고, 권역별 또는 생활권별 특성에 맞는 발전 방안을 제시할 예정이다. 또한, 인구정책을 활성화시키고 인구감소에 대응하기 위한 핵심과제를 도출할 계획이다.

이명기 기획조정실장은 “우리 시 인구감소 대응을 위해 실시하는 이번 설문조사에 시민 여러분들의 많은 참여와 관심을 부탁드린다.”고 말했다.

이번 삼척시의 인구감소 대응 기본계획 수립시, 연접한 지자체 간 생활(인구)권 연계·협력 방안,  보육여건 개선, 교육·의료·문화기반 확충과 청년·중장년 정착 지원, 정주여건과 생활환경개선 등 맞춤형 지원 등에 대한 철저한 사전준비가 필요해 보인다.
