[남상훈 기자 = 경기북부/강원] 지난 7월 11일부터 8월 31일까지 양양군은 내년도 예산편성에 앞서 군민의 의견을 수렴하여 예산편성과 정책수립에 반영해 지방재정의 투명성과 공정성, 효율성을 높이고자 총 20개 항목에 대해 설문조사를 실시했다고 밝혔다.

이번 설문조사에는 모두 263명이 참여했으며, 이는 지난해 212명에 비해 24% 증가한 수치고 설문 참여자를 보면 60대 이상이 30.42%로 가장 높은 참여율을 보였으며, 50대(25.86%)와 40대(20.91%)가 뒤를 이었고, 여성(95명)보다는 남성(168명) 응답자가 많았으며 직업별로는 사무․관리직(29.7%), 농림축산수산업(20.9%)에서 응답률이 높았다.

양양군 현안사업 우선 투자대상 사업으로는 설악산 오색삭도 설치사업(25.7%)이 가장 높은 비중을 차지하고 그 뒤를 이어 관동대 양양캠퍼스 활용방안 마련(22.6%)에 대한 부분을 꼽았으며 이에 따르면 군의 오랜 숙원사업인 오색삭도 설치사업비 확보와 신속한 행정절차 추진이 요구되고, 양양캠퍼스 활용을 위한 관계기관과의 지속적인 협의와 대책이 강구되어야 할 것으로 판단된다.

설문조사 결과 우선 투자 분야로는 관광․문화․예술․체육분야(26.2%) 및 지역․도시개발 분야(23.6%)의 비중이 높게 나타났으며, 이는 우리지역의 특성을 활용한 관광․체육 분야 인프라 확충으로 방문객 증대 및 일자리 창출을 도모하고, 지역개발을 통한 정주여건 개선 등으로 유입 인구수 증대와 지역경제를 활성화 하고자 하는 군민들의 기대가 반영되었다고 판단된다.  

재정운용 방향은 가용재원 범위 내 예산편성으로 현 수준 유지(46.8%) 의견이 많았고, 이어 건전한 재정운영을 위한 긴축재정 운영(35.4%)의 순으로 나타나 건전재정 운용을 선호하는 것으로 나타났으며 재정 축소분야에 대한 의견은 민간이전 경비(34.2%), 행정운영경비(24.7%), 행사․축제성 경비(24.3%)로 사회단체 등 민간이전경비에 대한 예산축소 방향 검토가 요구되는 것으로 보여 진다. 

재난안전 분야는 하천침수 등 수해대비(65.6%)가 월등히 높게 나타나 폭우 등 수해에 대비한 방재사업에 중점적인 투자가 필요한 것으로 판단되며 또한 사회복지 및 보건 우선 투자분야에서는 고령화 대책 사업(37.3%)에 이어 저출산 대책 사업(30.3%)의 순으로 고령화와 저출산 현상에 대한 주민들의 우려가 높은 것을 알 수 있고, 대안마련을 위한 지속적인 정책과 투자가 필요할 것으로 보여 진다.
