[칼럼 = 브레이크뉴스 경기북부] 경기도 양주시(楊州市)는 본래 의정부시, 구리시, 남양주시, 동두천시, 서울 일부지역이 모두 양주의 관할이었다. 더욱이 양주란 지명을 사용한 역사를 살펴보면 1000년이 훨씬 넘은 경기북부의 중심지이다.
그렇치만 경기북부의 큰집인 양주시란 이름은 지금 홀대 받고 있다. 그런데도 양주시의 정치인들은 별 감흥이 없다.
이번 제22대 4. 10 총선에 기존의 동두천시와 연천시는 인구감소로 인해 국회의원 선거구에 비상이 걸렸다. 물론 양주시는 인구증가로 인해서 별문제가 없는 지역이다.
그런데, 지난 2월 29일 국회 본회의에서 선거구 결정에 양주시 지역은 게리멘더링으로 산산조각 났다. 지역의 정체성마저 흔들리고 있는데도 정치인은 선거 당선에만 관심이 있는 듯 하다.
기존의 동두천시와 연천군 국회의원으로 국민의 힘 김성원 의원이 재선 당선된 곳이다. 양주시는 민주당 정성호 의원이 4선을 한 곳이다.
이번 선거구 획정에서 동두천시와 연천군은 양주시 은현면과 남면을 가져가면서, 마치 양주시의 지역은 유체이탈된 기분이다. 또한, 양주시는 두곳을 제외한 전지역에 양주시민들만의 1개 선거구로 결정이 됐다.
양주시가 지금 두 동강이 났다. 정치적으로 갈라지면 지역적으로 갈라지게 되어 있다. 그러나, 더욱이 기막힌 일이 있다.
기존 동두천시와 연천군 지역의 선거구명은 그리 나쁘지 않다. 동두천시 인구가 제일 많고, 연천군 그 다음은 일부 양주시 지역이기 때문에 ‘경기동두천시·양주시·연천군을’은 그런대로 봐 줄만하다.
그런데 양주시민들만이 선거투표하는 선거구명이 ‘경기동두천시·양주시·연천군갑’이란다. 양주시민들 어느 누구에게 물어봐도 이해를 할 수 있습니까?
어찌하여 양주시에서 선거를 치루는데 동두천시 지명이 먼저 나오는지에 대해서 시민의 한 사람으로 이해를 하지 못하겠다. 양주시민들의 정체성을 잃어버린 총선이 될 것 같다.
양주시 은현면, 남면의 시민들도 양주시민이다. 그것이 정치적으로 어렵다면 선거구명에 양주시가 선두에 이름이 열거되었어야 했다.
그것이 정답이다.
아마도 ‘양주시선거관리위원회’ 명칭이 ‘동두천시양주시연천군갑’ 선거관리위원회를 변경하지 않을까 두렵다.
양주시의 정치인들은 각성해야 한다.

This is where Rep. Kim Seong-won of the People Power Party was re-elected as a member of the existing Dongducheon City and Yeoncheon County National Assembly. Yangju City is where Democratic Party lawmaker Jeong Seong-ho served his fourth term.
In this election district demarcation, Dongducheon-si and Yeoncheon-gun took Eunhyeon-myeon and Nam-myeon in Yangju-si, making the Yangju-si area feel as if it had escaped from the body. In addition, Yangju City was decided to have one constituency exclusively for Yangju citizens in all areas except two.
Yangju City is now split in two. If we are divided politically, we will be divided regionally. However, there is something even more surprising.
The existing constituency names in Dongducheon-si and Yeoncheon-gun are not that bad. Since Dongducheon-si has the largest population, followed by Yeoncheon-gun and some of Yangju-si, ‘Gyeonggi-dongducheon-si, Yangju-si, and Yeoncheon-gun’ can be regarded as is.
However, the names of the constituencies where only Yangju citizens vote are ‘Gyeonggi-dong Ducheon-si, Yangju-si, and Yeoncheon Gun-gap’. Can you ask any Yangju citizen to understand?
As a citizen, I don't understand why the Dongducheon City nomination comes first when an election is held in Yangju City. It seems that this will be a general election in which the citizens of Yangju lose their identity.
Citizens of Eunhyeon-myeon and Nam-myeon in Yangju are also Yangju citizens. If it were politically difficult, Yangju City should have been listed first in the name of the constituency.
That is the correct answer.
I am afraid that the name ‘Yangju City Election Commission’ may be changed to ‘Dongducheon-si, Yangju-si, Yeoncheon Gun-gap’ Election Commission.
Yangju City politicians need to wake up.
