이번 공모전은 복지사각지대 및 코로나19 장기화에 따른 적극적 사례발굴 및 공유를 통한 지역복지 서비스 수준을 제고하고 국민의 삶의 질 향상을 목적으로 실시한 것으로, 군은 '코로나 시대, 주민주도 외로움 극복! 외로움공감단 베프'란 주제로 공모하였고, 횡성군 외로움공감단 베프는 현대사회의 외로움과 고독, 사회적 고립 등 사회문제를 지역공동체 회복을 통해 주민주도로 인간적 공감과 종합적 돌봄으로 해결해보고자 기획한 정책으로, 2020년 하반기부터 현재까지 9개 읍면에 97명의 베프 지역복지활동가를 양성했다고 전했다. 

이들은 지역에서 소단위 기획(전수)조사를 통하여 외로움 위험군을 발굴하고, 위험 정도에 따라 맞춤형 복지서비스를 제공하며, 또한 자조 모임을 통해 외로움을 해소할 수 있는 다양한 프로그램을 자체 개발하여 운영하고 있다고 말했다. 

한편, 이번 시상식은 오는 12월 7일, 오후 2시 한국보건복지인력개발원에서 열릴 예정이라고 했다. 

장신상 군수는“군민 누구도 외롭지 않고 행복한 횡성이 될 수 있도록 앞으로도 적극 노력하겠다.”고 전했다.
