백 시장은 이날 기자회견문을 통해 민선8기의 시정운영 방향을 ▶시민중심 열린도시 ▶품격있는 인문도시 ▶바른성장 미래도시 ▶균형발전 자족도시로 설명하며 구체적인 비전을 제시했다.

 

또한, 백 시장은 “시민의 불편요소를 최우선으로 처리해야 한다. 가장 시급한 불편요소인 주차공간 문제 해결과 빠른 인허가 처리를 위해 전담부서 신설 등을 검토하겠다.”고 밝혔다.

 

그리고 4차 산업혁명에 대비해 첨단기업 유치 시 포천시에 비어있는 군부대 유휴부지를 활용하는 방안을 모색하고, 청년취업지원센터를 설립해 인재가 유입될 수 있는 환경을 조성한다.

 

민선8기 역점사업으로 전철과 GTX 등 시민이 광역교통을 누릴 수 있도록 광역교통망 확충 및 기존 전철 7호선 옥정-포천 노선은 원안대로 추진하고, 김동연 경기도지사의 공약인 GTX-E 노선과 연계해 철도 미 연결구간인 탑석-민락-소흘 간 12.2Km 직결 추진한다고 했다.

존경하는 시민 여러분!

 

그리고 건강한 언론문화 발전에 이바지하시는 언론인 여러분! 그간의 노고에 진심으로 감사의 인사를 드립니다.

 

저는 지난 6월 1일 시민의 선택으로 이 자리에 오르선 만큼 항상 시민의 목소리에 귀 기울여‘소통과 신뢰의 시민 중심 포천’을 만드는데 최선을 다하겠다는 말씀을 드립니다. 이를 위해 다음사항에 중점을 두고 추진해 나가겠습니다.

 

첫째, 시민과 소통하고 함께 뛰며 시민중심 열린도시 포천을 만들어가겠습니다.

 

시정 운영에 시민의 불편 요소를 최우선으로 처리하기 위해 찾아가는 공감 소통의 날을 정기적으로 운영하고, 매달 읍면동을 순회하며 시민의 가장 가까이에서 공감하고 소통하는 열린 행정을 펼치겠습니다.

 

가장 시급한 시민 불편요소 중 하나인 공동주택 주차공간 부족 문제 해결을 위해 주차공간 추가확보 및 주차장 공유사업을 확대 추진하고, 화물차 공영차고지를 조성, 주차난을 해소하여 시민의 삶의 질을 향상 시키겠습니다.

 

이외에도 어르신들을 위해 치매전담형 노인요양시설을  건립하고 장애인 이동권 보장을 위한 예산을 편성, 신축  공공 건축물에 엘리베이터 설치 의무화 도입으로 장애인  권리를 보장하겠습니다.

 

또한, 시민중심의 포천을 만들기 위해 상호 신뢰와 소통을 기반으로 하는 수평적인 공무원 조직을 만들고, 빠른 인허가 절차 진행을 위해 허가 전담부서 신설을 검토하는 등 시민들의 불편을 최우선으로 해소할 수 있도록 노력하겠습니다.

 

둘째, 품격있는 인문도시를 만들어 교육과 문화가 공존하는 포천을 만들어가겠습니다.

 

미래를 여는 핵심 키워드는 교육입니다. 취약계층에 인터넷 강의 수강료를 지원하고, 초·중학생 1인 1특기 방과 후 교육 활동 지원과 책 읽는 인문도시 조성에 최선을 다하겠습니다.

 

포천미래교실을 운영해 빠르게 변화하는 교육환경에 적응할 수 있도록 중·장년층의 사회참여를 촉진하는 교육 프로그램 운영으로 책 읽는 인문도시 포천을 만들겠습니다.

 

출산장려금 지원을 확대해 아이 낳고 키우기 좋은 환경을 만들고 다자녀 가정에 보건기관 의료비 본인부담금을 면제해 경제적 부담을 경감시키겠습니다.

 

또한, 포천천을 친환경 수변문화공원으로 조성하고, 내촌 왕숙천변과 송우리~축석 구간에 백리향 자전거 둘레길을 개설하겠습니다.

 

한탄강, 아트밸리 등 포천시 대표 관광자원을 활용해 체류형 관광지 조성과 생태·레저·휴양·치유시설 등을 두루 갖춘 명품관광도시로 도약할 수 있는 기반을 조성해 나가겠습니다.

 

셋째, 교통이 편리하고 누구나 빠르게 찾을 수 있는 바른성장 미래도시를 열어나가겠습니다.

 

전철과 GTX 등 시민이 광역교통을 누릴 수 있도록 광역교통망 확충을 위해 힘쓰겠습니다.

 

인수위부터 우리 지역에 철도를 어떤 방식으로 건설하는 것이 시민을 위한 것인지 외부전문가 2명을 포함 특별위원회를 구성해 면밀히 검토한 결과, 기존 전철 7호선 옥정-포천 노선은 원안대로 추진하고, 김동연 경기도지사의 공약인 GTX-E노선과 연계해 철도  미 연결구간인 탑석-민락-소흘 간 12.2Km 직결을 역점에 두고 중앙정부, 경기도, 관계기관과 적극적으로 협의하며  추진해 나가겠습니다.

 

또한, 수도권 제2순환고속도로와 하송우리~마산 간 도로 확포장공사, 수원산 터널공사 등을 조기에 완공하고 세종~포천 고속도로를 철원까지 연장해 관광, 레저, 물류 대변혁의 길을 열어가겠습니다.

 

넷째, 읍면동이 서로 균형발전해 친환경 자족도시로 거듭 나도록 하겠습니다. 

 

좋은 일자리를 위해서는 좋은 기업이 있어야 합니다.

 

현재 포천에는 군부대 통폐합으로 14개 읍면동에 비어있는 군부대가 많습니다. 이를 전수조사하여 첨단기업 유치 시 군부대 유휴부지를 바로 활용 할 수 있도록 차근차근 준비하겠습니다.

 

맞춤형 기업지원과 중소기업의 애로를 해소해 기업하기 좋은 환경을 조성하고 중소기업 판로개척과 마케팅 지원  그리고 원스톱 기업지원에도 심혈을 기울이겠습니다.

 

또한, 청년취업지원센터를 설립해 청년들이 창업하기   좋고 양질의 일자리가 넘치는 환경을 조성해 우리 시의 인재가 외부로 유출 되는 것을 막고, 포천시로 청년이 유입되는 청년 친화적인 도시를 조성하겠습니다.
