[김현우 기자 = 경기북부/강원] 23일 양주시는 경기도청에서 경기도, 고양시, 의정부시 등 교외선 경유 지자체와 국가철도공단, 한국철도공사 등 철도공기업과의 교외선 운행재개를 협력 추진하기 위한 업무협약에 공동 서명했다고 밝혔다. 

 

이날 협약식에는 이재명 경기도지사와 이재준 고양시장, 안병용 의정부시장, 김종석 양주시 부시장, 김한영 국가철도공단 이사장, 손병석 한국철도공사 사장 등이 참석했다고 했다.

 

이들은 경기 동북부 지역의 동서축 교통망을 확보하는 동시에 경기순환철도의 초석이 될 교외선의 운행재개를 위해 상호 신뢰를 바탕으로 협력할 것으로 약속했다고 했다.

 

협약에 따라 경기도는 교외선 운영에 대한 관련 시․군 간의 의견 조정과 행정적 지원을 총괄하고 양주시․고양시․의정부시는 열차운영에 따라 소요되는 각종  운영손실금을 부담하기로 했다고 전했다.

국가철도공단은 교외선 운행재개를 위한 시설개량사업을 추진하고 한국철도공사는 교외선 운영 전반을 담당할 예정이라고 전했다.

 

양주시는 이번 협약을 통해 지난 수십년 간 각종 규제로 인해 소외되고 경제적 낙후로 고통받았던 경기북부 지역의 균형발전과 지역경제 활성화를 가져올 교외선 운행이 차질없이 추진될 것으로 내다보고 있다고 했다.

 

이성호 양주시장과 정성호 국회의원의 노력으로 교외선의 운행재개를 위한 시설 개보수비 500여억원은 전액 국비로 지원되며, 인건비 등 운영비는 연간 53억원 선으로 노선을 경유하는 양주시, 고양시, 의정부시 3개 지자체에서 분담할 예정이라고 했다.

 

한편 교외선은 양주 일영역, 장흥역, 송추역과 1호선 의정부역, 경의중앙선이 운행하는 능곡역을 연결하는 32.1㎞ 구간의 경기 서북부지역을 동서로 연결하는 유일한 철도 노선이라고 했다.
