[김현우 기자 = 경기북부/강원] 태백시는 효율성, 형평성, 친환경성을 반영한 ‘2040 태백 도시기본계획 수립’을 위한 국토계획평가 협의회를 구성한다고 밝혔다.

국토계획평가 협의회는 국토기본법에 따라 도시기본계획 수립단계에서 국토관리 기본이념인 효율성, 형평성, 친환경성을 계획에 반영하고, 국토종합계획 및 상위․유관계획과의 정합성을 확보하기 위한 것이다.

이번 국토계획평가 협의회 구성은 도시계획·교통·환경 등 관련분야 내부위원뿐만 아니라 국토교통부‧환경부·국토연구원 등 전문가 그룹으로 구성해 도시진단 및 장기발전 방향에 대해 내실 있는 검토와 계획이 될 수 있도록 할 예정이다.

협의회에서는 4대 평가기준인 균형적 국토발전, 국토의 경쟁력 강화, 친환경적인 국토관리, 계획의 적정성 관점에서 2040 태백 도시기본계획 작성 시 계획의 범위, 도시특성분석, 국토정책 및 여건변화 등을 검토하게 된다.

그동안 주민참여단 운영을 통해 ‘생명의 원천 힐링과 치유의 도시 태백’이라는 시의 미래상을 확정해 도시기본계획에 반영했고, 인구계획 등 국토이용계획 설정을 위한 국토계획평가 협의회 자문을 통해 2040 태백 도시기본계획에 반영할 예정이다.

태백시 관계자는 “그간 2040 도시기본계획 수립을 위해 주민참여단을 구성해 주민의견을 수렴했으며 국토계획평가 협의회를 통해 계획의 목표 및 지표설정, 미래상, 공간구조, 생활권 설정, 토지이용, 기반시설 등 전반에 대한 자문을 거쳐 계획 수립 시 반영할 예정으로 2040 태백 도시기본계획의 완성도를 높여갈 계획이다”고 말했다.
