교외선은 1961년 개통하여 운행하였으나, 이용승객 저하로 2004년에 운행이 중단된 노선으로 의정부에서 송추역, 양주 장흥역을 거쳐 고양 능곡역으로 이어지며, 32.1㎞ 구간의 경기 서북부를 동-서로 연결하는 유일한 철도망이라고 했다.

 
의정부시는 경기도, 양주시, 고양시와 함께 지난해 12월 업무협약을 체결해 교외선 운행 재개가 조속히 추진될 수 있도록 국토교통부와 긴밀히 협조하기로 했으며, '제4차 국가철도망 구축계획(2021~2030)'에 반영을 위하여 협력을 강화할 계획이라고 전했다.
