보산동 동두천커뮤니티센터에서 열린 1일차 포럼은 ‘문화적으로 도시를 변화하는 키워드 시민주도’라는 주제로 민간의 사례와 행정의 공모사업을 설명하며 민관협력의 현실을 진단했다고 했다. 

기조발제로 나선 박정근 의정부문화원 사무국장은 “의정부가 예비 문화도시에 선정될 수 있었던 것은 민간과 행정이 여러 실험들을 거치며 서로 신뢰할 수 있었기 때문”이라고 밝혔다. 

또한 최희신 경기북부평화시민행동 사무국장은 “평화를 동두천 지역문화의 특징으로 삼고 문화자치를 이뤄가자”고 이야기했으며, 이어 임현숙 청년협의체 운영위원은 청년들과 함께 정신건강보건센터 축제를 만든 사례를 발표했다고 전했다.

2부에서는 박정석 동두천시 경제문화국장이 동두천시 행정의 민간주도 실태를 진단하고 도시재생, 평생교육, 지역공동체 부서 실무 담당자들이 시민참여 공모사업에 대해 설명했다고 했다.

박용철 동두천문화원 사무국장은 시민참여 사업의 토대로서 지역학의 필요성에 대해 설명했으며, 오화종 동두천록페스티벌조직위원회 사무국장은 지역 문화자원을 활용해 22년간 지속된 록페스티벌에 대해 진단하고 발전과제를 제시했다고 전했다.

기조발제로 참여한 김갑곤 경기만 포럼 사무처장은 “에코뮤지엄이란 시민들이 함께 지역의 변화를 만들어가는 일종의 시민 동학운동”이라고 설명하며 경기만과 한강수계, DMZ 에코뮤지엄 협의체간 연계를 주장했다고 했다.
