[김현우 기자, 최남일 기자 = 가평군] 지난 26일 오전 가평군 상판리 우목골 주민들은 리앤리 골프장 입구에서 무기한 농성에 들어갔다. 시위에 나선 주민 대표는 리앤리 골프장 측이 2018년 9홀을 추가하는 과정에서 주민들과 협의한 사항을 지키지 않아 집단 행동에 나섰다고 이유를 설명했다. 

 

리앤리 골프장은 매년 180억원대 입장 수익을 올리고 있다. 하지만 주민들이 요구하는 상수도 설치는 약 3억원 정도 비용이 들어간다. 리앤리 골프장 측은 3억원이 문제가 아니라 명분이 없다는 주장을 펼치고 있다. 주민과 갈등을 빚고 있는 리앤리 골프장 문제의 원인에 대해 본지는 살펴보기로 했다.

이날 집회를 시작한 리앤리 골프장 인근 상판리 주민들은 골프장 측이 9홀을 증설하며 주민들 동의를 얻기 위해 마을 발전기금과 개별 상수도 설치를 약속했으나 9홀이 준공된 지 약 2년이 지난 지금까지 약속을 지키지 않았다고 주장하고 있다.

 

주민들은 리앤리 측이 자신들을 농락하고 있다고 주장하고 있다. 본지는 시위 현장에서 장인태 리앤리대책위원장을 만나 이야기를 들어봤다.

갈등 원인과 책임 논란

 

리앤리 골프장은 지난 2010년 4월, 경기도와 가평군으로부터 27홀로 승인을 받아 공사를 시작했고, 2013년 4월, 18개의 홀이 완성돼 부분 영업을 시작했다. 

 

이후 골프장 내장객들이 증가함에 따라 남은 9홀을 추가로 공사에 들어가려 했으나, 지역 주민과 진입로 문제로 갈등이 해결되지 않아 새롭게 토지를 매입해 9홀 증설에 들어갔다. 

 

문제는 리앤리 측이 처음 27홀 골프장 조성을 위해 주민들에게 제시한 약속이 달라졌기 때문이다. 

 

리앤리 측은 골프장 조성을 위해서는 주민 동의가 필요했고, 이를 위해 2011년 6월 마을 발전기금과 개별 상수도 설치를 해주겠다는 약속과 함께 이를 공증했다. 

 

2011년 합의서에 따르면 마을 발전기금 7억 원과 착공 후 6개월 이내 우목골 주민 전체에 대한 상수도 시설을 설치해 주기로 리앤리 측은 약속했다.

리앤리 골프장을 운영하는 회사는 리앤리어드바이저스(주)다. 금융감독원 전자공시시스템에 따르면 리앤리어드바이저스(주)의 2021년 총매출액은 약 977억 원이며, 이중 골프장 입장객 매출은 약 186억 원이다. 또한, 총수익은 약 586억 원이며, 순이익은 476억 원에 달한다.
