지난 8월 10일 상판리 거접사격장 갈등 해소를 위한 민·관·군 상생협의체를 구성했다. 당시, 대책위는 전체 부지매입이 아닌 부분 부지매입 방안을 7군단에게 건의했고, 이후 7군단이 해당 내용을 국방부와 육군본부에 전달했다.

 

그리고 지난 10월 25일 토지 매입에 찬성한다는 일부 주민들이 모여 구성한 상판리토지보상준비위원회(이하 보상위)에서 국방부에 상판리 토지수용에 대한 질의서를 발송했다.

그리고 지난 11월 14일 국방부는 보상위 측으로 답변서를 보내왔다. 답변서에는 토지수용이 아닌 부지매입사업이었음을 강조하는 말과 함께 부지매입사업 추진 여부는 관련 기관들과 협의해 11월 16일에 개최될 민·관·군 협의회를 통해 전달하겠다는 입장을 밝혔다.

 

지난 11월 16일 협의체가 구성된 지 약 3개월 후 처음으로 개최된 협의회가 가평군 주관으로 개최됐다. 이날 협의회에서는 상판리 거접사격장 인근 부지매입과 11월에 계획된 7군단 예하 부대인 수기사의 포사격 훈련 일정에 대한 협의를 진행할 예정이었다.

하지만, 이날 7군단은 아직 육군본부의 결정안을 받지 못해 부지매입에 대한 확답을 할 수가 없어, 추후에 다시 협의할 것을 제안했으며, 이날 엄기용 위원장은 제대로 된 로드맵을 제시해 주민들을 납득시키기 전까지는 훈련은 없을 것이라는 강력한 뜻을 밝혔다.

 

그렇게 아무 소득 없이 끝난 협의회를 뒤로하고 1주일 뒤인 지난 23일 수기사 측에서 상판리 마을 주민들에게 11월 28일 포사격 훈련을 강행하겠다는 뜻을 밝혔다.
