최근 7군단 예하 부대인 수도화기계보병사단(이하 수기사)에서 상판리 주민들에게 포사격 훈련을 강행하겠다는 뜻을 밝혀 논란이 되고 있다.

지난 8월 10일 상판리 거접사격장 갈등 해소를 위한 2차 민·관·군 협의체가 구성 당시, 고현석 7군단장은 주민들과 합의 없이 포사격 훈련을 진행하지 않겠다는 약속을 했다.

 

이후 지난 16일 가평군 조종면사무소에서 협의체가 구성된 지 약 3개월 뒤 처음으로 개최된 민·관·군 협의회에서 상판리 인근 부지 부분 매입과 훈련 일정에 대해서 협의하기로 했으나, 7군단은 아직 육군본부로부터 결정안을 받지 못해 받은 후에 다시 협의할 것을 제안했다.

 

당시, 대책위는 “7군단이 앞으로 어떻게 할지 정확한 로드맵을 제시해 주민들이 납득하기 전까지는 포사격 훈련은 절대로 할 수 없다”라며, 강력히 밝혀 결국, 아무것도 협상이 되지 않은 채 1차 협의회는 끝났다.

 

1차 협의회에서 훈련에 대한 협의가 전혀 이루어지지 않자 7군단 측은 오는 28일 훈련을 진행하겠는 뜻을 최근에 주민들에게 전달한 것이다.

대책위 “합의 없는 훈련 불가”

 

7군단으로부터 사격훈련 강행의 뜻을 전달받은 대책위는 강력히 대응할 뜻을 내비쳤다. 일부 주민들은 물리적으로라도 훈련을 저지하겠다며 강력히 대응할 것이라는 의지를 보였다. 

 

본지는 지난 23일 대책위 엄기영 위원장에게 7군단 관련 대응 방침을 물었다. 엄기용 대책위원장은 “민·관·군 협의에 따라 훈련 일정을 진행하기로 7군단장과 직접 약속했는데, 예하부대에서 훈련을 강행하겠다는 건 말이 안 된다. 만약 훈련을 강행한다고 하더라도 우리 대책위와 마을 주민들은 적극적으로 반대할 것이다.”라고 입장을 밝혔다. 

 

하지만 24일 7군단 측이 사격훈련을 일시적으로 보류한다는 전달을 받은 대책위는 “7군단이 훈련을 미룬다는 답변을 받았다”며 일단 7군단 대응을 지켜보겠다는 입장으로 선회했다. 

 

본지는 7군단 관계자에게 사격훈련을 연기한 이유를 문의했다. 7군단 관계자는 “수기사에 확인한 결과 다음 주 월요일 포사격 훈련이 예정되었으나, 2주 뒤로 순연했다. 7군단은 주민들과 약속한 대로 주민들과 협의 후 훈련을 진행할 예정이다.”라고 답했다.

일부 주민 보상위 결성...국방부에 내용증명 보내

 

지난 16일 가평군 조종면사무소에서 열린 민·관·군 협의에는 대책위 관계자들 이외에도 일부 마을주민들이 참석했다. 이중 국방부가 부지를 매입해 줄 것을 요구하는 주민들 주축으로 결성된 보상위 관계자들도 회의에 참여했다.

보상위 관계자들은 국방부가 변화된 모습을 보이지 않고 있다며 사격훈련은 절대 불가하다는 뜻을 전달했다. 하지만 보상위는 협의회가 열리기 전인 지난 10월 25일 국방부 교육훈련정책과에 상판리 토지수용에 대한 질의서를 발송했다.

 

당시 질의서는 "7군단이 지난 5월 25일 상판리 토지수용에 대한 주민설명회를 개최했으나, 이후 어떠한 설명도, 진행도 되지 않아 토지소유주들은 매매 할 수 없을뿐더러 시설물 설치도 불가해 심각한 피해를 보고 있어 이러한 기망 행위에 대해 7군단장은 책임을 져야한다."라는 것이 주요 내용이었다.

이에 국방부는 지난 14일 보상위 측에 답변서를 보내왔다. 답변서에는 “먼저 주민설명회 이후 부지매입사업에 대한 설명이나 진행이 되지 않고 있는 것에 안타깝게 생각한다“는 뜻을 전하고, 지난 5월에 실시한 주민설명회는 ‘토지수용‘이 아니라 거접사격장 인근 훈련장 확대를 위한 ’부지매입사업‘이었음을 강조했다. 

 

상판리 토지 매입 관련해서는 “당장 결론적 답변을 드리지 못하는 점에 양해 부탁드리고, 부지매입사업 추진 여부는 관련 기관들과 긴밀히 협의해 추진 여부를 검토 중이며, 검토내용은 11월 16일에 개최될 민·관·군 상생실무협의회를 통해 전달하겠다.”라며 즉답을 피했다.

사격장 부지매입 원점에서 재출발?

 

지난 16일 개최된 민·관·군 협의회에서 7군단 관계자는 “11월 넷째 주까지 육군본부 결정안이 하달될 예정이며, 오는 즉시 바로 대책위에 전달해 다시 협의하겠다.”라고 말했었다.

 

하지만 현재 대책위 측은 7군단으로부터 어떠한 문서도 받지 못한 것으로 전해진다. 엄기용 대책위원장은 “7군단 측으로 부지매입 관련 공문을 받은 건 현재까지 없다. 최근 7군단과 연락한 바로 육군본부로부터 공문을 받은 것으로 알고 있다. 하지만, 7군단이 내용의 정리가 필요하다며, 정리 후 다음 주 안으로 내용을 전달하겠다는 답변만 받았다.”라고 말했다.

수수방관 하는 듯한 가평군에 주민 불만
