지급 대상은 출산일 기준 동두천시에 주민등록을 둔 부모와 동일 세대원인 자녀이며, 돌 축하용품은 출산일부터 동두천시에 주민등록을 두고 1년 동안 거주해야 한다. 해당 가정은 출생일부터 1개월 이내 또는 돌부터 1개월 이내 동두천시 보건소 모자보건실을 방문하여 자격 확인 후 수령할 수 있다.

출산 및 돌을 맞은 가정에 꼭 필요한 용품으로 주민 만족도와 선호도가 높아 출산 장려정책으로 긍정적인 반응을 보이고 있다.
