[김현우 기자 = 동두천] 박형덕 동두천시장은 지난 13일 장애인단체장 및 관계자 20여 명과 ‘장애인회관 건립’ 부지를 방문하여 사업계획을 설명하고, 장애인단체의 의견을 청취했다고 밝혔다.

동두천시는 지난해부터 민선8기 공약사업으로 장애인회관 및 노인회관 건립을 추진해왔다. 

장애인회관은 총사업비 75억 원을 투입하여 보산동 405-3번지 등 5필지(舊 신흥유치원 부지)에 지상 3층, 연면적 약1,188㎡ 규모로 장애인단체총연합회 등 장애인단체 사무실 8개실과 수어통역센터, 장애인생활이동지원센터, 장애인편의증진기술지원센터까지 총 3개소의 장애인복지시설이 들어설 계획이며 장애인회관 옆에 노인회관도 건립될 예정이다. 

지난해 지방재정투자심사, 공유재산 관리계획 수립 등 사전절차를 마치고, 2023년 본예산에 노인회관 및 장애인회관 부지 매입비 및 기획설계용역비로 시비 43억 원을 확보하여 2023년 1월 부지 매입을 완료했다.

곧 건축기획 용역을 발주하여 회관 건립사업의 효율적인 수행을 도모할 예정이다. 이후 설계 공모를 통하여 기본 및 실시설계용역 추진, 2024년 상반기 착공, 2025년 완공을 목표로 사업을 추진할 계획이다. 

장애인회관이 신축되면 장애인단체 간 소통과 연대를 강화하고 종합적인 장애인 인프라 구축에 기여할 것으로 기대된다.

또한, 동두천시 관계자는 "장애인단체총연합회의 요청에 따라 장애인회관 착공 전까지 구(舊) 신흥유치원 건물을 활용하고자 화장실과 전기시설 등을 보수하고, 경사로를 설치하여 장애인단체총연합회 사무실로 사용할 계획이다"라고 전했다.

박형덕 동두천시장은 “이용인들에게 초점을 맞추어 실제 사용하실 장애인분들의 의견을 충분히 반영하여 편안하고, 이용하고 싶은 시설로 준비하는데 최선을 다하겠다”며, “장애인회관과 장애인단체총연합회 사무실의 모습을 기대해 주시기 바란다”라고 말했다.
