[김현우 기자 = 포천] 포천시는 2023년도 제1회 추가경정 예산으로 총 1,790억원을 증액 편성해 16일 시의회에 제출했다고 밝혔다.

이번 추경은 민선8기 공약사업과 읍면동 공감·소통 간담회 건의사업 등 시민생활과 직결된 사업을 적극적이고 신속하게 추진하고자 최근 5년간 편성한 1회 추경 중 가장 큰 규모다.

예산안이 확정되면 포천시 살림규모는 당초 예산 9,597억 원보다 18.7%가 증액된 1조 1,387억 원이 된다. 일반회계는 1,283억 원이 증액된 9,917억 원, 특별회계는 507억 원이 증액된 1,470억원이다.

시민과 약속한 민선8기 주요 공약사업으로는 소흘4·10블럭 공영주차장 조성사업 96억 원, 포천동 행정복지센터 건립사업 45억 원, 포천2블럭 공영주차장 조성사업 27억 원, 만65세 이상 어르신 버스교통비 지원사업 19억 원, 포천 청년 취·창업센터 조성사업 15억 원, 파크골프장 조성사업 10억 원 등 21개 사업에 250억 원을 편성했다.

특히, 지난 1월 읍면동 공감·소통 간담회와 함께 주민참여 예산제도를 연 2회로 확대해 인도 및 통학로 설치, 마을안길·도로 재(확)포장, 체육센터 및 마을 체육시설 개선, 농로 개·보수 등 주민불편 해소사업에 163억원을 편성해 소통과 신뢰의 시민 중심 도시로서 위상을 제고해 나갈 계획이다.

또한, 경기침체와 고물가·고금리로 힘든 시기를 겪고 있는 취약계층 보호를 위해 저소득주민 건강보험료 지원, 신혼부부 전월세 보증금 대출이자 지원 등 신규사업을 추진하고, 어린이집을 비롯한 취약계층 냉난방비 추가 지원, 경로당 엘리베이터 설치 등 사회복지 분야에 145억원을 편성해, 한층 더 두터운 사회복지 안전망을 구축한다.

이 밖에도 38선 평화공원 조성사업 62억원, 군내~일동배수지 구간 송수관로 복선화 사업 50억원, 군내 도시계획도로(포천3지구) 개설공사 38억원, 재해위험지구 정비사업 30억원, 포천 체육공원 리모델링 사업 25억원 등 지역현안 사업의 차질없는 추진에 중점을 두고 예산안을 편성했다.

백영현 포천시장은 “이번 추경안은 시민이 곧 시정의 주인이라는 생각으로 시민생활 밀접분야에 가용재원을 최대한 집중 편성했다.”며, “시의회와 긴밀한 소통을 통해 예산안이 확정되는 대로 각종 현안 사업을 신속히 추진해 신뢰의 행정을 구현하겠다.”고 밝혔다.
