이날 출범식 행사는 원주지방환경청장·지방환경청 관계자, 평창군 환경위생과 및 민간조직 참여마을인 대관령면 횡계2리 이장 및 마을 주민 30여명이 참여하여 출범식을 개최하고, 행사 종료 이후 하천정화활동으로 마무리할 예정이라고 했다.

이번에 출범하는 맑은 하천지킴이는 횡계2리 마을 이장·부녀회장을 중심으로 비점오염관리지역 내 하천정화활동과 고랭지밭에 양파망, 밭고랑댐을 설치하여 흙탕물 저감을 위해 횡계리 지역 환경개선 활동을 하는 자발적 민간조직이라고 전했다. 

이정균 경제건설국장은 “대관령면은 비점오염관리지역으로 매년 고랭지밭에서 발생하는 흙탕물이 빈번한 지역으로, 이번에 횡계2리 마을주민들이 참여한 맑은 하천지킴이를 통해 우리 대관령일대의 흙탕물 발생을 줄일 수 있는 매우 의미 있는 활동으로 추진하고 앞으로 깨끗한 하천이 유지될 수 있도록 마을주민들과 함께 노력하겠다.”고 말했다.
