이날 협의회에서는 강원도 산간지역의 오랜 난제인 흙탕물 발생에 대한 대책추진 현황과 올해 기상전망에 따른 한강상류 녹조 대응계획 및 다목적댐 운영 상황을 공유하고, 깨끗한 물환경 조성 및 안전한 용수공급을 위한 효과적인 대응방안을 모색했다.

먼저, 한강상류의 흙탕물 발생 저감을 위해 고랭지밭 경사도 완화사업, 밭두렁 및 하천변 식생대 조성, 마을단위 민간거버넌스 운영, 생분해성 야자섬유 밭고랑댐 보급 등의 사업에 대한 개선방안을 논의했다. 또한 한강상류의 녹조 저감을 위해 공공하·폐수처리시설 및 가축분뇨배출시설 실태 점검, 노후하수도 정비 및 환경기초시설 설치비용 지원, 녹조 발생 우심기간 항공감시 및 환경지킴이 집중 순찰 등 조류경보제 운영 방안을 논의했다.

이와 더불어 가뭄 및 홍수에 대비 한강수계 다목적댐(소양강댐, 충주댐, 횡성댐)의 운영 체계를 공유하고 안정적 용수공급 및 홍수조절 방안에 대해서도 논의했다.
