제막식은 나이아가라 폭포 인근 페어뷰공원묘지에서 캐나다군 한국전 참전용사와 김성기 가평군수, 연아마틴 상원의원, 짐디오다티 나이아가리시장, 김득환 토론토총영사, 캐나다 동부지구 한인단체장 및 교민 등 250명이 참석한 가운데 성대하게 거행되었다. 

이날 김성기군수는 생존한 캐나다군 가평전투참전용사 9명에게 가평군 명예군민증을 수여 했다.

김성기 가평군수는 제막식 축사를 통해 “우리가 힘들게 가평석을 보내고 제막식을 갖는 것은 한국전쟁 특별히 가평전투에서 희생된 캐나다군 전몰자를 영원히 기억하고 생존해 계신 참전용사들께 경의와 감사의 뜻을 전하기 위함입니다. 캐나다군 참전용사 여러분은 우리의 자유와 평화를 지켜주셨습니다. 우리는 여러분께 많은 빚을 졌습니다. 오늘날 대한민국의 눈부신 발전은 참전용사 여러분의 덕분입니다. 이점에 대해 본인은 6만 4천 가평군민을 대신해서 참전용사 여러분과 캐나다 국민들께 진심으로 감사의 인사를 드립니다”라고 말했다. 

가평전투는 1951년 4월 23일부터 25일 까지 2박 3일간 영국, 캐나다, 호주, 뉴질랜드 등 영연방군과 중국 인민지원군 사이에 가평계곡에서 벌어진 치열한 전투로, 캐나다군을 비롯한 연합군과 우리 국군은 다섯 배나 많은 중국인민지원군의 인해전술 전법에 꿋꿋하게 맞서며 끝끝내 가평을 지켜냈다. 

2박3일간의 전투에서 캐나다군 10명 전사, 23명 부상 이라는 인명피해를 입었지만 중공군은 1000명이 넘는 전사자를 냈다. 캐나다군의 가평전투의 승리는 아군이 수도 서울을 사수하는데 결정적 역할을 하였다.
