[김일웅기자= 경기북부/강원] 지난 30일 본지가 “한수원, ‘국가하천 불법공사,’폐기물수장‘... 의혹” 관련 보도를 한바 있다. 한수원이 ‘청평댐 하류호완 보강공사를 하면서 법적 절차를 무시하고 공사를 진행한 것을 자신들은 잘못이 없다고 하면서 모든 잘못을 업체에 떠넘기려하고 있어 논란의 중심에 선 가운데 한수원이 공사 진입도로를 만들기 위해 반입한 폐 사토의 처리비용을 업체에 떠넘기려 했다는 새로운 증언이 나와 ‘갑질’ 논란까지 휩싸이게 됐다.

한수원이 공사를 하기위해 진입도로를 만들려고 덤프트럭 25톤 차로 무려 7~80차 정도의 사토를 외부에서 반입한 것이 취재를 통해 드러났다. 또, 이 폐 사토는 공사가 끝나면 원상복구를 하기위해 지정된 장소로 버려야 한다. 하지만, 이 많은 양의 사토를 처리하기란 쉽지 않다. 이 폐 사토를 처리하기위해선 막대한 돈이 들어가기 때문이다.

이런 점들을 잘 알고 있는 한수원이, 많은 양의 폐 사토처리비용을 업체에 떠넘기려 했다는 것이다. 이로 인해 ‘시공업체와 한수원 청평댐 관계자’ 간에 갈등이 빚어졌고 결국 한수원 청평댐 감독관이 현장 소장을 자르려 했다는 주장도 나오고 있는 실정이다. 

당초, 이 폐 사토 반입은 설계자체에도 없었던 공사로 업체가 감당하기는 부담스러운 일이다. 한수원은 설계에도 없는 공사를 시공업체에게 하게하고 그 비용을 시공업체로 떠넘기려는 ‘갑질’을 한 것이다. 돈도 많은 기업이 영세한 시공사에게 발주와 상관없는 공사를 시키고 그 비용을 전가시켜 부담 하게하는 파렴치한 ‘갑질’에 동종 업게는 ‘놀라지 않을 수 없다’는 반응이다.

결국 비용부담을 누가 내느냐의 문제로 화가 난 한수원 청평댐 감독관이 열심히 일하는 현장소장을 자르라고 시공업체에 ‘갑질’을 했다는 자체가 준 공기업으로서 본분을 망각한 처사라고 일각에서는 말하고 있다.

한수원 청평댐 측이 들여온 폐 사토는 원래 지정된 장소로 가야 한다. 하지만, 한수원이 진입로를 불법으로 개설하면서 이 폐 사토가 국가하천으로 흘러 들어오게 된 것이다. 결국 이 폐사토를 처리해야할 기존 업체는 그 만큼 공짜로 폐 사토를 처리한 셈이 됐다. 돈으로 환산을 할 경우 막대한 이익을 본 셈이다. 

정상적인 절차로 공사를 하지 않고 ‘눈 가리고 아웅’ 하는 식으로 공사를 한 ‘한수원 청평댐’ 측은 결국 ‘소탐대실’한 셈이다. 문제가 된 한수원 ‘청평댐 하류호안 보강공사’ 불법 사항에 대해 가평군 김성기 군수는 ’철조한 조사‘를 지시하고 나섰고, 원주지방국토관리청에서도 ’절차상의 문제‘를 집어보겠다는 답변을 해왔다.
