[김일중 기자 = 경기북부/강원] 의정부시는 동 지역사회보장협의체 구성·운영을 통해 지역사회 돌봄체계 활성화를 도모하고, 지역 내 사회보장 문제 해결을 위해 민관협력 네트워크로 구성된 지역사회보장협의체 위원의 다양한 복지사각지대 발굴 활동을 지원하고 있다고 밝혔다.

 

의정부시는 2014년 7월부터 동 지역사회보장협의체를 구성하여 지역 내 복지사각지대 발굴을 위한 지역단위 인적안전망을 구축하고 있고, 동 지역사회보장협의체는 동 단위 민관 협의체로 취약계층 대상 주거 환경개선, 일상생활지원, 정서지원 등 다양한 복지사업을 추진해왔다고 전했다.

 

이번 제4기 동 지역사회보장협의체 위원은 현재 266명이며, 의료기관 종사자, 종교인, 사회복지시설 종사자, 통장 등 다양한 지역주민으로 구성되었고, 제4기 동 지역사회보장협의체 위원의 임기는 2020년 9월부터 2022년 8월이며 복지업무의 일선에서 중추적인 역할을 하고 있다고 했다.

 

동 지역사회보장협의체는 복지사각지대 해소를 위하여 동 단위 취약계층 발굴 체계를 구축하여 대상자들을 위한 다양한 특화 지원사업을 운영하고 있다고 전했다.

 

동 지역 네트워크를 활용하여 600여 가구를 발굴했고, 민간자원발굴 200건, 복지 서비스 연계 2,100건의 위원들의 활발한 활동이 계속되고 있으며, 특히 송산1동지역사회보장협의체는 매주 수요일 거동이 어려운 독거노인 30가정을 대상으로 밑반찬 지원사업을 1년간 지속하고 있다고 했다.

 

송산1동에서 직접 농사지은 농산물과 겨울철 보양식을 통하여 주민들의 호응을 이끌어내고 있으며, 이민종 송산1동 지역사회보장협의체 위원장의 적극적인 리더십을 바탕으로, 동 지역사회보장협의체는 고독사 예방 및 주민관계망 구축에 노력하고 있고, 또한 가능동·자금동의 지역사회보장협의체 연탄 나눔, 장암동·흥선동의 독거 어르신 방문 활동, 송산2동의 복지사각지대 발굴 캠페인 및 해피크리스마스키트 전달이 민관협력으로 이루어지며 복지사각지대를 발굴하고 지원하는 동 지역사회보장협의체의 겨울철 나눔 활동이 돋보이고 있다고 했다.

 

코로나19 장기화로 어려운 여건에서 동 지역사회보장협의체는 주민의 복지체감 향상 및 복지사각지대 해소를 위한 구심점 역할을 해내고 있으며, 지역 내 복지사각지대 발굴, 자원 발굴 및 연계를 선도하고 있고, 전문성 향상을 위한 노력도 계속되고 있다고 전했다.

 

의정부시는 동 지역사회보장협의체 위원의 역량 강화를 위하여 교육지원을 강화했는데, 상·하반기 역량 강화 교육 2회, 컨설팅 교육 1회를 실시하여 260명의 위원에 대한 교육을 진행했고, 상반기 교육 참석률 96%, 만족도 85%이며, 하반기 교육 참석률 99%, 만족도 90%로 높은 평가를 받았다고 했다.

 

컨설팅 교육은 효과성을 위하여 4차로 나누어 진행되었고, 복지사각지대 업무 전문성 향상을 위한 복지사각지대 사례교육 위주로 진행되어 우수한 활동에 대한 홍보와 교육이 이루어졌다고 했다.
