[김일중 기자 = 경기북부/강원] 작년 12월부터 의정부시는 동절기 고농도 미세먼지 저감을 위해 제3차년도 미세먼지 계절관리제를 시행하고 있다고 밝혔다.

 

미세먼지 계절관리제는 고농도 미세먼지 발생이 잦은 겨울철에 평상시보다 강화된 저감 조치를 시행해 고농도 미세먼지의 발생빈도와 강도를 줄이기 위한 제도로, 2019년 처음 시행되어 올해로 3번째 추진되고 있으며, 제2차년도 계절관리제 시행 결과 의정부시의 초미세먼지 농도는 전년 같은 기간에 비해 10% 감소했고, 제3차년도 계절관리제는 수송·산업·생활주변 부문의 배출저감과 취약계층 건강보호 부문의 총 4개 분야 12개 대책으로 나누어 시행하고 있다고 했다.

의정부시는 초미세먼지의 가장 큰 발생 원인이 되고 있는 수송 부문에 대해 배출가스 5등급 차량 수도권 내 운행제한, 노후 건설기계 사용제한, 배출가스 비디오 및 공회전 단속, 친환경차동차 보급사업의 4가지 대책을 추진하고 있다고 전했다.

 

평일 오전 6시부터 오후 9시까지 수도권 전역에서 저공해 미조치 5등급 차량의 운행을 제한하고 이를 위반할 시 10만 원의 과태료를 부과하고 있으며, 계절관리제 기간 관내 100억 이상 관급공사장 7개소에 대해 월 1회 노후건설기계 사용 여부 등을 단속하고, 차량 운행이 많은 주요 도로와 공회전 제한지역에서 자동차 배출가스 비디오 단속과 공회전 단속을 실시하고 있다고 했다.

영세한 중소규모의 대기배출 사업장 21개소를 대상으로 대기오염 방지시설 설치·교체비를 지원하고 전문 환경업체의 시설 관리 컨설팅을 통하여 대기오염물질 배출 저감을 제고하고 있으며, 미세먼지를 다량 배출하는 대기배출시설 60개소 및 비산먼지 발생사업장 132개소 중 70%에 해당하는 125개소에 대해 3월까지 집중 단속을 실시해 비산먼지 억제시설 설치 여부 등을 중점적으로 점검할 계획이라고 했다.

생활주변 부문은 미세먼지 집중관리도로 지정·운영, 친환경 보일러 보급 지원, 운행차 미세먼지 흡착필터 부착 시범 운행 등 3가지 대책을 추진하고 있다고 전했다.

 

의정부시는 올해도 계절관리제 기간에 ‘미세먼지 중점관리도로’로 호국로, 경의로, 동일로, 천보로의 4개 도로 23.4㎞를 지정해 살수차 7대와 노면청소차 1대를 투입, 1일 2회 이상 집중 청소를 실시하고 있으며, 또한 가정용 친환경 보일러의 구입 비용을 지원해 미세먼지의 원인물질인 질소산화물의 발생량을 저감할 계획이라고 했다.
